【摘要】：通過兩國間的積極接觸,日朝關(guān)系近期出現(xiàn)了松動。朝鮮成立"特別調(diào)查委員會"以重啟對"綁架問題"的全面調(diào)查。與此同時(shí),日本以部分解除對朝鮮制裁的方式予以回應(yīng)。然而這一變化并不意味著兩國關(guān)系將會出現(xiàn)根本性的轉(zhuǎn)變,也不會改變?nèi)粘P(guān)系在戰(zhàn)后日本國家戰(zhàn)略中獨(dú)特而重要的地位。無論是"一攬子計(jì)劃",還是被置于獨(dú)立的優(yōu)先地位,"綁架問題"及其解決都已經(jīng)成為日本推進(jìn)其戰(zhàn)后國家戰(zhàn)略的手段。安倍第二任期對朝政策的調(diào)整,實(shí)際上是在內(nèi)政壓力與外交困境下的選擇,并沒有擺脫冷戰(zhàn)后日朝關(guān)系的內(nèi)在邏輯。受制于日美同盟關(guān)系和美日韓三邊協(xié)調(diào)機(jī)制,當(dāng)前日朝關(guān)系的松動是脆弱的,其再進(jìn)一步實(shí)現(xiàn)突破的可能性有限。
[Abstract]:Through positive contacts between the two countries, relations between Japan and North Korea have recently been loosened. North Korea has set up a "special commission of inquiry" to reopen a full investigation into the kidnapping issue. Japan, meanwhile, responded in part by lifting sanctions against North Korea. However, this change does not mean that there will be a fundamental change in the relations between the two countries, nor will it change the unique and important position of Japanese-DPRK relations in Japan's national strategy after the war. Whether it is a "package" or a priority for independence, "kidnapping" and its solution have become a means for Japan to advance its postwar national strategy. The adjustment of Abe's policy to North Korea in his second term is in fact a choice under internal pressure and diplomatic predicament, and does not get rid of the internal logic of Japan-DPRK relations after the Cold War. Constrained by the Japan-US alliance and the trilateral coordination mechanism between the United States, Japan and South Korea, the current loosening of Japan-DPRK relations is fragile, and the possibility of further breakthrough is limited.
