【摘要】：目前,“戰(zhàn)略合作伙伴關(guān)系”被學(xué)者廣泛理解為兩國之間根據(jù)自身利益、國際環(huán)境及形勢共同制定或簽署的具有長遠性的、全局性的和戰(zhàn)略性的平等互利的非結(jié)盟合作伙伴關(guān)系。 俄韓建交后經(jīng)歷了建設(shè)性伙伴關(guān)系時期和相互信任的全面的伙伴關(guān)系時期,并在2008年9月建立了戰(zhàn)略合作伙伴關(guān)系。俄韓兩國在經(jīng)貿(mào)、能源、安全、軍事、文化、科技等各個領(lǐng)域廣泛展開交流與合作,逐步建立起更加友好、互信、成熟的伙伴關(guān)系。俄韓地理位置相鄰,發(fā)展戰(zhàn)略合作伙伴關(guān)系是基于兩國各自的根本利益和戰(zhàn)略考量,通過尋求利益交匯點,鞏固雙邊關(guān)系,實現(xiàn)雙贏。這有利于兩國推動經(jīng)濟發(fā)展,提高國家地位和地區(qū)影響力,維護國家安全,促進地區(qū)的和平穩(wěn)定。俄韓建立戰(zhàn)略合作伙伴關(guān)系對朝、中、日、美等周邊國家產(chǎn)生了一定的影響,也對進一步推動?xùn)|北亞地區(qū)的多邊合作起到了積極的作用。俄韓合作前景廣闊,今后需要克服困難,繼續(xù)保持雙邊關(guān)系持續(xù)、健康、穩(wěn)定的向前發(fā)展。 中國作為鄰國,應(yīng)該更多關(guān)注俄韓關(guān)系發(fā)展狀況,加強同這兩個國家的雙邊及多邊關(guān)系,同時從俄韓雙邊關(guān)系的發(fā)展過程中吸取經(jīng)驗,積極參與競爭、迎接挑戰(zhàn),為推動地區(qū)經(jīng)濟繁榮、保障地區(qū)和平穩(wěn)定做出貢獻。
[Abstract]:At present, the "strategic cooperative partnership" is widely understood by scholars as the long-term nature of the joint formulation or signing between the two countries according to their own interests, the international environment and the situation. Global and strategic equality and mutual benefit non-alliance partnership. After the establishment of diplomatic relations, Russia and South Korea experienced the period of constructive partnership and the comprehensive partnership of mutual trust, and established the strategic cooperative partnership in September 2008. Russia and South Korea have extensively carried out exchanges and cooperation in the fields of economy and trade, energy, security, military, culture, science and technology, and gradually established a more friendly, mutual trust and mature partnership. The development of strategic cooperative partnership is based on the fundamental interests and strategic considerations of the two countries. By seeking the intersection of interests, the bilateral relationship can be consolidated to achieve a win-win situation. This is conducive to promoting economic development, enhancing national status and regional influence, safeguarding national security and promoting regional peace and stability. The establishment of a strategic partnership between Russia and South Korea has had a certain impact on the neighboring countries, such as North Korea, China, Japan, and the United States, and has also played a positive role in further promoting multilateral cooperation in Northeast Asia. Russia and South Korea have broad prospects for cooperation and need to overcome difficulties and continue to maintain sustained, healthy, and stable development of bilateral relations. As a neighboring country, China should pay more attention to the development of Russian-ROK relations, strengthen bilateral and multilateral relations with these two countries, at the same time draw lessons from the development of Russian-ROK bilateral relations, actively participate in competition and meet challenges. To promote regional economic prosperity and ensure regional peace and stability.
