【摘要】：國(guó)際體系作為行為體的互動(dòng)所形成的整體結(jié)構(gòu),是中國(guó)實(shí)施對(duì)外政策的環(huán)境與舞臺(tái)。在國(guó)際體系中,身份是決定中國(guó)的利益、立場(chǎng)和實(shí)現(xiàn)利益之途徑的一個(gè)基本因素。中國(guó)長(zhǎng)期以來(lái)一直強(qiáng)調(diào)自己是一個(gè)發(fā)展中國(guó)家,但隨著國(guó)力的增強(qiáng),在當(dāng)今正日益被視為一個(gè)"大國(guó)"。由于發(fā)展中國(guó)家與大國(guó)參與國(guó)際互動(dòng)有迥異的機(jī)制與結(jié)果,因此中國(guó)面對(duì)著雙重身份的困境。要破解這一困境,中國(guó)一方面需要從主觀上認(rèn)清自己的真實(shí)身份和不同互動(dòng)機(jī)制的影響,另一方面則需要恰當(dāng)解決客觀上兩種機(jī)制并存所帶來(lái)的困擾。在對(duì)外關(guān)系中,中國(guó)需要應(yīng)對(duì)國(guó)際體系所內(nèi)含的權(quán)力政治、國(guó)際制度與觀念建構(gòu)等主要影響機(jī)制,適宜地開展實(shí)力外交、制度外交和公共外交。中國(guó)只有利用體系的系統(tǒng)效應(yīng),趨利避害,處理好實(shí)力的發(fā)展與運(yùn)用以及國(guó)家形象的塑造問(wèn)題,才能更好地實(shí)現(xiàn)國(guó)家發(fā)展的目標(biāo)。
[Abstract]:The whole structure of the international system, which is formed by the interaction of actors, is the environment and stage for China to carry out foreign policy. In the international system, identity is a fundamental factor in determining China's interests, positions and ways of realizing them. China has long stressed that it is a developing country, but as it grows stronger, it is increasingly seen as a "big country". Because developing countries and big countries have different mechanisms and outcomes to participate in international interaction, China is faced with the dilemma of dual identity. To solve this dilemma, on the one hand, China needs to recognize its true identity and the influence of different interactive mechanisms subjectively, on the other hand, it needs to properly solve the problems caused by the coexistence of the two mechanisms. In foreign relations, China needs to deal with the power politics, international system and concept construction and other main influence mechanisms contained in the international system, and carry out power diplomacy, institutional diplomacy and public diplomacy appropriately. Only by making use of the systematic effect of the system, seeking advantages and avoiding disadvantages, dealing well with the development and application of strength and shaping the national image, can China better realize the goal of national development.
