【摘要】：回顧2016年的國(guó)際戰(zhàn)略形勢(shì),世界由于英國(guó)通過(guò)"脫歐"公投、特朗普當(dāng)選美國(guó)總統(tǒng)、敘利亞危機(jī)波折不斷、恐怖襲擊多地泛起等重大事件而顯得空前動(dòng)蕩、混亂、不確定。2017年,這些事態(tài)將繼續(xù)發(fā)展,沖擊效應(yīng)將進(jìn)一步釋放、擴(kuò)大。在當(dāng)前的國(guó)際戰(zhàn)略中,四大發(fā)展趨勢(shì)日益凸顯:多極化將向全新的廣度和深度擴(kuò)展;世界主要戰(zhàn)略力量越發(fā)緊迫地調(diào)整內(nèi)外戰(zhàn)略,努力明確定位,重新厘清優(yōu)勢(shì)劣勢(shì),力圖在未來(lái)可能出現(xiàn)的多極格局中謀求有利地位;大國(guó)之間的戰(zhàn)略博弈將全方位加劇;中國(guó)的發(fā)展對(duì)世界進(jìn)步的影響持續(xù)擴(kuò)大。這使中國(guó)再度面臨新形勢(shì)下如何辯證處理好堅(jiān)持"韜光養(yǎng)晦"與積極"有所作為"關(guān)系這個(gè)重大問(wèn)題的考驗(yàn)。
[Abstract]:Looking back at the international strategic situation in 2016, the world appears to be in unprecedented turmoil, chaos and uncertainty due to major events such as Britain's adoption of the "Brexit" referendum, Trump's election as US president, the ongoing crisis in Syria and the widespread terrorist attacks. These events will continue to develop, the impact effect will be further released and expanded. In the current international strategy, the four major development trends are becoming increasingly prominent: multipolarization will expand to a completely new breadth and depth; the world's major strategic forces will increasingly urgently adjust their internal and external strategies, strive to clearly position themselves, and redefine their strengths and weaknesses. It tries to seek a favorable position in the possible multipolar pattern in the future; the strategic game between the great powers will be intensified in all directions; and the influence of China's development on world progress will continue to expand. This makes China face the test of how to dialectically deal with the important issue of "keeping a low profile" and actively "doing something" under the new situation.
