【摘要】：美國(guó)全球戰(zhàn)略的本質(zhì)是稱霸世界。美國(guó)的全球戰(zhàn)略經(jīng)歷了從無(wú)到有、不斷完善、發(fā)展成熟的過(guò)程，美國(guó)全球戰(zhàn)略的發(fā)展演變過(guò)程堪稱一盤地緣政治的“大棋局”�！袄鋺�(zhàn)”結(jié)束以來(lái)，美國(guó)全球戰(zhàn)略重心開(kāi)始轉(zhuǎn)移并不斷東移，在地緣政治學(xué)看來(lái)，這是因?yàn)槊绹?guó)試圖控制歐亞大陸的“邊緣地帶”，維護(hù)其全球戰(zhàn)略利益，作為“邊緣地帶”的東亞地區(qū)的發(fā)展與美國(guó)的全球利益相沖突，美國(guó)視崛起中的邊緣地帶大國(guó)中國(guó)為其地緣政治威脅。美國(guó)全球戰(zhàn)略重心東移使得中亞地區(qū)的安全形勢(shì)更加動(dòng)蕩，這里已成為新的大國(guó)爭(zhēng)霸的場(chǎng)所；美國(guó)介入東南亞國(guó)家一體化進(jìn)程，增加了東南亞地區(qū)國(guó)家關(guān)系的復(fù)雜性；美國(guó)提升日本和韓國(guó)在其全球戰(zhàn)略中的地位，威脅到中國(guó)和俄國(guó)在東北亞的戰(zhàn)略利益，，東北亞地區(qū)的安全形勢(shì)將更加嚴(yán)峻。與此同時(shí)，美國(guó)全球戰(zhàn)略重心東移，客觀上造成了“圍堵中國(guó)”的戰(zhàn)略態(tài)勢(shì)，中國(guó)陸上和海上安全環(huán)境惡化，影響中國(guó)的和平發(fā)展。面對(duì)美國(guó)全球戰(zhàn)略重心東移及其后果，首先，中國(guó)應(yīng)全力搞好國(guó)內(nèi)的發(fā)展，加快和平崛起的步伐，找準(zhǔn)自己的國(guó)際定位，進(jìn)一步加強(qiáng)國(guó)防建設(shè)；其次，推動(dòng)構(gòu)建東北亞安全格局，大力加強(qiáng)中俄關(guān)系、積極改善中日關(guān)系、妥善處理中韓關(guān)系；第三，深化與東盟的對(duì)話合作機(jī)制；第四，推進(jìn)中印戰(zhàn)略合作伙伴關(guān)系；最后，歡迎美國(guó)在亞太地區(qū)發(fā)揮建設(shè)性作用。
[Abstract]:The essence of American global strategy is to dominate the world. The global strategy of the United States has gone through a process of perfection and maturity from scratch, and the evolution of the global strategy of the United States can be called a "big chess game" of geopolitics. Since the end of the Cold War, the global strategic focus of the United States has begun to shift and move eastward. In the view of geopolitics, this is because the United States is trying to control the "marginal areas" of Eurasia and safeguard its global strategic interests. The development of East Asia as a "marginal zone" conflicts with the global interests of the United States. The United States regards China, the rising marginal power, as its geopolitical threat. The shift of American global strategic center to the east has made the security situation in Central Asia more volatile, which has become a new place for great powers to compete for hegemony, and the United States' involvement in the process of integration of Southeast Asian countries has increased the complexity of the relations between Southeast Asian countries. The United States promotes the position of Japan and South Korea in its global strategy, threatens the strategic interests of China and Russia in Northeast Asia, and the security situation in Northeast Asia will be more severe. At the same time, the shift of American global strategic center to the east has objectively led to the strategic situation of "containment of China", and the deterioration of China's land and maritime security environment has affected China's peaceful development. In the face of the eastward shift of the global strategic focus of the United States and its consequences, first, China should make every effort to do a good job of domestic development, speed up the pace of peaceful rise, find its own international position, and further strengthen national defense construction. To promote the construction of a security pattern in Northeast Asia, to vigorously strengthen Sino-Russian relations, to actively improve Sino-Japanese relations, and to properly handle Sino-Korean relations; third, to deepen the mechanism of dialogue and cooperation with ASEAN; fourth, to promote the strategic partnership of cooperation between China and India; and finally, The United States is welcome to play a constructive role in the Asia-Pacific region.
