【摘要】：隨著網(wǎng)絡(luò)安全重要性的日漸增加,奧巴馬政府加強了對網(wǎng)絡(luò)安全的管理,并力圖完善美國網(wǎng)絡(luò)安全的機制建設(shè)和戰(zhàn)略規(guī)劃。同時,中美之間圍繞網(wǎng)絡(luò)安全的爭執(zhí)和沖突凸顯。奧巴馬政府的對華網(wǎng)絡(luò)政策呈現(xiàn)如下特點:一方面,通過網(wǎng)絡(luò)媒介大力開展"微博外交",強化意識形態(tài)輸出和滲透;另一方面,將美國關(guān)鍵基礎(chǔ)設(shè)施因經(jīng)濟機密和敏感軍事信息失竊所造成的損失,歸咎于中國軍方支持的黑客攻擊,宣揚"中國網(wǎng)絡(luò)安全威脅論",抹黑中國的國際形象。面對美國在網(wǎng)絡(luò)安全上的施壓和挑戰(zhàn),中國需要從戰(zhàn)略高度給予重視,既要積極探討中美之間從具體事務(wù)合作到逐漸增加相關(guān)領(lǐng)域戰(zhàn)略互信的可行性,又要尋求加強與俄羅斯和其他發(fā)展中國家的協(xié)調(diào)合作,充分利用多邊平臺推動塑造網(wǎng)絡(luò)安全國際規(guī)制;另外,也可嘗試考慮動員國內(nèi)私有領(lǐng)域和民眾的參與,積極營造維護網(wǎng)絡(luò)空間安全的大環(huán)境。
[Abstract]:With the increasing importance of network security, the Obama administration has strengthened the management of network security and tried to perfect the mechanism construction and strategic planning of American network security. At the same time, China and the United States around network security disputes and conflicts highlighted. The Obama administration's cyber policy towards China shows the following characteristics: on the one hand, it vigorously develops "Weibo's diplomacy" through the network media to strengthen ideological output and infiltration; on the other hand, The damage caused by the theft of economic secrets and sensitive military information in key US infrastructure is blamed on Chinese military-backed hacking attacks, promoting the "China cybersecurity threat theory" and tarnishing China's international image. In the face of US pressure and challenges on cyber security, China needs to attach importance to it from a strategic perspective. It is necessary to actively explore the feasibility of developing strategic mutual trust between China and the United States from specific issues to gradually increasing strategic mutual trust in related fields. Seeking also to strengthen coordination and cooperation with Russia and other developing countries to make full use of multilateral platforms to promote the shaping of international regulation of cybersecurity, and to try to consider mobilizing the domestic private sector and the participation of the population, We will actively build an environment to maintain the safety of cyberspace.
