【摘要】：尼克松上臺之初，發(fā)表了“關(guān)島講話”，后又?jǐn)U展為“尼克松主義”，一改其前任對中東地區(qū)的政策，積極參與解決阿以爭端，以保持美國在中東地區(qū)的地位。作為阿拉伯世界的代表，埃及同美國的關(guān)系伴隨著美國對其所提供的援助而顯得有些反反復(fù)復(fù)。自從“六五戰(zhàn)爭”之后，美國同埃及中斷外交往來，實(shí)際上兩國并未真正中斷聯(lián)系，而是以其他渠道進(jìn)行溝通。尼克松入主白宮之后，調(diào)整了美國的全球戰(zhàn)略，在中東地區(qū)政策上也做出了相應(yīng)的改變，對埃及的援助也從“六五戰(zhàn)爭”之后的中斷開始慢慢恢復(fù)。這一時(shí)期美國同埃及關(guān)系的變化，除了與阿以爭端、美國的全球計(jì)劃和美國冷戰(zhàn)時(shí)期的策略有關(guān)之外，援助政策的變化也是不可忽視的一個因素。作為外交政策的組成部分，美國仰仗其無可比擬的優(yōu)勢，利用對外援助實(shí)現(xiàn)了諸多國家目標(biāo)，維護(hù)了美國在世界各個地區(qū)的國家利益。援助政策的變化與美埃關(guān)系的變化相互作用相互影響。此外，美國《國家安全研究備忘錄第200號》和“水門事件”，也使美國對埃及的援助政策傾向產(chǎn)生變化，，影響了兩國關(guān)系的發(fā)展，而這一點(diǎn)恰被忽略�！笆聭�(zhàn)爭”是美埃關(guān)系的又一次轉(zhuǎn)折，之后尼克松因“水門事件”被迫辭職，福特繼任，兩國關(guān)系又因援助政策的延續(xù)一致性而迅速發(fā)展。
[Abstract]:At the beginning of Nixon's coming to power, he delivered "Guam speech" and then expanded to "Nixon Doctrine". He changed his predecessor's policy toward the Middle East region and actively participated in resolving the Arab-Israeli dispute in order to maintain the status of the United States in the Middle East region. As a representative of the Arab world, Egypt's relations with the United States seem to have been repeated with the aid provided to it by the United States. Since the "June 5th War", the United States and Egypt have interrupted diplomatic exchanges. In fact, the two countries have not really broken off their contacts, but have been communicating through other channels. After Nixon took office in the White House, he adjusted America's global strategy and made corresponding changes in Middle East policy. Aid to Egypt began to recover slowly from the interruption after the "June 5th War". The changes in the relations between the United States and Egypt during this period are not only related to the Arab-Israeli dispute, the global plan of the United States and the strategy of the United States during the Cold War, but also the changes in the aid policy should not be ignored. As an integral part of foreign policy, the United States relies on its unparalleled advantages to use foreign aid to achieve many national goals and to safeguard the national interests of the United States in various parts of the world. The change of aid policy and the change of American-Egyptian relations interact with each other. In addition, the U.S.National Security Research Memorandum No. 200 and the Watergate incident also changed the tendency of US aid policy toward Egypt, which affected the development of bilateral relations, which was neglected. The October War was another turning point in relations between the United States and Egypt, after Nixon was forced to resign because of the Watergate incident, Ford succeeded him, and relations between the two countries developed rapidly because of the continuity and consistency of aid policies.
