英國卡梅倫聯(lián)合政府外交政策探析

【摘要】:2010年5月由英國保守黨和自民黨組建而成的卡梅倫聯(lián)合政府上臺執(zhí)政,英國形成了歷史上為數(shù)不多的聯(lián)合政府。本文試圖探討聯(lián)合政府形成的原因及其外交政策。聯(lián)合政府的形成受到國內(nèi)外因素的影響,國際金融危機的沖擊、歐洲政治氣候的右轉(zhuǎn)、工黨政府在伊拉克戰(zhàn)爭等問題上的不當決策及工黨自身詬病等因素都構(gòu)成了聯(lián)合政府形成的背景原因。 新聯(lián)合政府試圖在對外政策上做出一些調(diào)整。在對美政策上尋求同美國建立“穩(wěn)固但不盲從”的關(guān)系,但由于兩國“特殊關(guān)系”基礎(chǔ)尚在,加上英美權(quán)力結(jié)構(gòu)沒有發(fā)生根本改變,英美“特殊關(guān)系”實質(zhì)不會發(fā)生變化。在對歐政策上,聯(lián)合政府執(zhí)行較為務(wù)實的政策,努力加強英歐之間的商貿(mào)關(guān)系,但是在英歐關(guān)系得到密切發(fā)展的同時,雙方之間仍存在矛盾。在對華政策上,英國新政府因重振國內(nèi)經(jīng)濟的需要加強了同中國的商業(yè)關(guān)系,使中英關(guān)系得到一定的發(fā)展,但是人權(quán)等觀念差異依然是困擾兩國關(guān)系的因素之一。在氣候變化問題上,聯(lián)合政府在國內(nèi)外積極采取措施限制排放、促進氣候變化國際協(xié)議的達成,試圖在氣候問題上發(fā)揮領(lǐng)導作用,但是英國并不掌握氣候問題的發(fā)言權(quán),因而英國逐步加大對世界上一些對氣候變化適應能力較弱的地區(qū)的關(guān)注力度。
[Abstract]:Cameron's coalition government, formed in May 2010 by the Conservative Party and the Liberal Democratic Party, is one of the few in history. This paper attempts to explore the reasons for the formation of the coalition government and its foreign policy. The formation of the coalition government was influenced by domestic and foreign factors, the impact of the international financial crisis, and the right turn of the political climate in Europe. The government's improper decision on issues such as the war in Iraq and its own criticism all form the background of the formation of the coalition government. The new coalition government is trying to make some adjustments in foreign policy. Seeking to establish a "firm but not blind" relationship with the United States in its policy towards the United States, however, because the basis of the "special relationship" between the two countries is still in place and the power structure of the United States and Britain has not fundamentally changed, the essence of the "special relationship" between the United States and the United States will not change. In terms of European policy, the coalition government has implemented a more pragmatic policy and made great efforts to strengthen the trade and trade relations between Britain and Europe, but there are still contradictions between the two sides while the relations between Britain and Europe are closely developed. In terms of China policy, the new British government has strengthened its commercial relations with China because of the need to reinvigorate its domestic economy, so that Sino-British relations have developed to a certain extent. However, differences in concepts such as human rights are still one of the factors troubling the relationship between the two countries. On climate change, the coalition government has actively taken measures to limit emissions at home and abroad, promoting an international agreement on climate change and trying to play a leading role on climate change, but Britain does not have a say in climate issues. As a result, Britain has gradually increased its focus on regions of the world that are less resilient to climate change.
