美國“亞太再平衡”戰(zhàn)略背景下的美澳安全聯(lián)盟研究

【摘要】：澳大利亞是美國的傳統(tǒng)盟友。冷戰(zhàn)時期,為應對蘇聯(lián)的共產(chǎn)主義威脅,美國和澳大利亞建立安全聯(lián)盟關(guān)系。9·11恐怖襲擊事件發(fā)生后,具有六十多年歷史的美澳安全聯(lián)盟得以維持和發(fā)展。本文在對9·11事件特別是美國亞太“再平衡”戰(zhàn)略背景下的美澳安全聯(lián)盟事實的系統(tǒng)梳理的基礎上,對美澳安全聯(lián)盟的深化進行理論分析,并對美澳安全聯(lián)盟深化的原因及未來提出來自己的見解。作者認為,斯蒂芬·沃爾特的“制衡威脅”聯(lián)盟理論為美澳安全聯(lián)盟的深化提供了一個有益的視角,中國崛起、恐怖主義、東南亞問題以及全球公域是推動美澳安全聯(lián)盟的主要因素。正是由于這些威脅(客觀或主觀)的存在,雖然現(xiàn)階段兩國安全聯(lián)盟存在部分掣肘因素,但未來兩國的安全合作關(guān)系仍將處于快速發(fā)展狀態(tài)。美澳安全聯(lián)盟的深化將對美澳兩國、亞太地區(qū)以及中國產(chǎn)生重要影響。對美澳安全聯(lián)盟的研究有助于我們對亞太地區(qū)戰(zhàn)略安全環(huán)境的全面把握,認清兩國安全聯(lián)盟關(guān)系深化背后的中國因素,針對新時期中國所面臨的周邊安全挑戰(zhàn)制定切實可行的國家戰(zhàn)略。
[Abstract]:Australia is a traditional ally of the United States. During the Cold War, in response to the communist threat from the Soviet Union, the security alliance between the United States and Australia was established after the terrorist attacks of 9.11, and the US-Australia security alliance with a history of more than 60 years was maintained and developed. Based on the systematic analysis of the facts of the US-Australia security alliance under the background of the September 11 incident, especially the "rebalancing" strategy of the United States in the Asia-Pacific region, this paper makes a theoretical analysis of the deepening of the US-Australia security alliance. And to the American and Australian security alliance deepens the reason and the future puts forward own opinion. The author believes that Stephen Walter's theory of "counterbalancing threat" alliance provides a useful perspective for the deepening of the US-Australia security alliance, the rise of China, terrorism, Southeast Asia and the global Commons are key drivers of the US-Australia security alliance. It is precisely because of these threats (objective or subjective) that although there are some constraints in the security alliance between the two countries at the present stage, the security cooperation between the two countries will still be in a state of rapid development in the future. The deepening of the US-Australia security alliance will have an important impact on the two countries, the Asia-Pacific region and China. The study of the US-Australia security alliance is conducive to our overall understanding of the strategic security environment in the Asia-Pacific region and to a clear understanding of the Chinese factors behind the deepening of the security alliance between the two countries. In view of the security challenges facing China in the new era, we should formulate a practical national strategy.
