【摘要】： 戴爾·科普蘭在其名為《大規(guī)模戰(zhàn)爭(zhēng)的起源》一書中提出這樣一個(gè)觀點(diǎn),即一個(gè)面臨著不可逆轉(zhuǎn)的經(jīng)濟(jì)衰退的但仍進(jìn)行軍事力量建設(shè)的國(guó)家,在面臨對(duì)其形成威脅的國(guó)家時(shí),將會(huì)對(duì)后者訴諸于戰(zhàn)爭(zhēng),即先發(fā)制人,先軍事思想。朝鮮國(guó)內(nèi)過去的十多年間嚴(yán)重的經(jīng)濟(jì)衰退使其政權(quán)自身的生存成為嚴(yán)重問題。因此朝鮮推行“先軍政治”,提出了“先軍思想”、“先軍政治”以及以軍事為中心的“強(qiáng)盛大國(guó)”戰(zhàn)略。 朝鮮政權(quán)的意識(shí)形態(tài)基礎(chǔ)和戰(zhàn)略文化都集中體現(xiàn)了其通過建立一支強(qiáng)大的軍事力量取得軍事優(yōu)勢(shì)的思想。從金日成主席到金正日將軍,無不把發(fā)展軍事作為重中之重,把軍隊(duì)作為維護(hù)朝鮮政治和社會(huì)穩(wěn)定及對(duì)外政策的最重要支撐點(diǎn)和基干力量。金正日曾說過朝鮮要想在洶涌澎湃的全球化浪潮中站穩(wěn)腳跟,要想在復(fù)雜多元的東北亞事務(wù)中發(fā)揮作用,必須置國(guó)防建設(shè)于國(guó)家建設(shè)首位,將軍事工作作為一切工作的先導(dǎo),視軍事任務(wù)為其它各項(xiàng)任務(wù)服從和圍繞的中心。 朝鮮實(shí)行先軍政治,大力發(fā)展軍事,對(duì)內(nèi)有利于增強(qiáng)綜合國(guó)力,緩解國(guó)內(nèi)危機(jī),對(duì)外有利于改善同別的國(guó)家的關(guān)系,改變朝鮮在亞洲乃至世界的國(guó)際地位,增強(qiáng)朝鮮在世界中的話語(yǔ)權(quán)。同時(shí),朝鮮實(shí)行先軍政治,大力發(fā)展軍事,打破了東北亞地區(qū)的力量均衡,增加了朝鮮對(duì)美國(guó)外交談判的籌碼,也增加了朝鮮在統(tǒng)一朝鮮半島上的話語(yǔ)權(quán)。
[Abstract]:Dale Copland, in his book the Origin of Mass War, puts forward the idea that a nation facing an irreversible recession but still building its military might faces a threat to it. The latter will be resorted to war, that is, preemptive, military thinking. North Korea's own survival has become a serious problem after more than a decade of severe economic recession in North Korea. Therefore, North Korea carried out the "military Pioneer Politics" and put forward the "Pioneer Army thought", "Pioneer Army Politics" and the "strong and powerful country" strategy centered on the military. The ideological foundation and strategic culture of the Korean regime embody its idea of gaining military superiority by building a powerful military force. From Chairman Kim Il Sung to General Kim Jong Il, the development of the military is the most important priority, and the army is the most important support and backbone of the DPRK's political and social stability and foreign policy. Kim Jong Il once said that in order for North Korea to stand firm in the surging tide of globalization and to play a role in complex and pluralistic Northeast Asian affairs, it must put national defense construction first and take military work as the forerunner of all work. The military mission is regarded as the center of the other tasks. The implementation of military politics and the vigorous development of the military in the DPRK are conducive to strengthening the overall national strength, alleviating the domestic crisis, improving relations with other countries, and changing the international position of the DPRK in Asia and the world at large. Strengthen North Korea's voice in the world. At the same time, the implementation of military politics and the vigorous development of military affairs in North Korea have upset the balance of power in Northeast Asia, increased the leverage of North Korea in the diplomatic negotiations with the United States, and increased the right of the DPRK to speak on the reunification of the Korean peninsula.
