奧巴馬政府“巧實力”戰(zhàn)略及其對中國的影響

【摘要】：隨著布什政府的單邊主義外交政策的推行,美國在世界的聲譽和影響力有所減弱,為了實現(xiàn)美國領(lǐng)導(dǎo)世界的目標,美國政府必須軟硬兼施,文武并用。美國奧巴馬政府在總結(jié)冷戰(zhàn)經(jīng)驗的基礎(chǔ)上,提出了“巧實力”的外交政策。認為外交政策的基礎(chǔ)應(yīng)該是原則與務(wù)實,而不應(yīng)該是固守的意識形態(tài)；外交政策的基礎(chǔ)必須是事實和證據(jù)的,而不應(yīng)該帶有情緒化的偏見。在應(yīng)對各種情況時,在所有政策工具中,如政治、經(jīng)濟、軍事外交、法律和文化等,應(yīng)將軟實力和硬實力綜合起來作為一個整體戰(zhàn)略來應(yīng)對復(fù)雜的國際現(xiàn)實挑戰(zhàn)。 中國,選擇的是和平發(fā)展的道路,可以把美國的“巧實力”戰(zhàn)略作為借鑒,以經(jīng)濟建設(shè)為中心,構(gòu)筑好“硬實力”；建設(shè)社會主義核心價值體系,構(gòu)筑好“軟實力”；在和平共處五項原則的基礎(chǔ)上,借鑒“巧實力”外交,充分構(gòu)建一個有利于中國和平發(fā)展的國際氛圍。
[Abstract]:With the implementation of the Bush administration's unilateral foreign policy, the reputation and influence of the United States in the world have weakened. In order to achieve the goal of the United States leading the world, the United States government must carry out both hard and soft work and both civil and military. On the basis of summing up the cold war experience, the Obama administration put forward the foreign policy of "skillful power". It is believed that foreign policy should be based on principle and pragmatism, not on a rigid ideology. Foreign policy must be based on facts and evidence, not on emotional bias. In dealing with situations, in all policy instruments, such as politics, economy, military diplomacy, law and culture, soft and hard power should be integrated as an overall strategy to address complex international reality challenges. China has chosen the road of peaceful development, can use the strategy of "skillful strength" of the United States as a reference, take economic construction as the center, construct "hard power", construct the socialist core value system and construct "soft power". On the basis of the five principles of peaceful coexistence, draw lessons from the diplomacy of "skillful strength", and fully construct an international atmosphere conducive to China's peaceful development.
