冷戰(zhàn)后日本對非洲的政策研究

【摘要】: 冷戰(zhàn)時期日本的外交政策以“日美同盟”和“經(jīng)濟利益”為兩大支柱,其對非洲的政策也以此為出發(fā)點,即以經(jīng)濟援助為主要手段服務(wù)于美國全球戰(zhàn)略的同時發(fā)展對非洲的經(jīng)貿(mào)關(guān)系。冷戰(zhàn)后世界局勢發(fā)生變化,日本的外交政策也發(fā)生了相應(yīng)變化,由冷戰(zhàn)時期單純的追求做經(jīng)濟大國,到冷戰(zhàn)后開展“大國外交”,努力實現(xiàn)成為政治大國的目標(biāo)。在此背景下,其對非洲的外交政策也發(fā)生了較大的轉(zhuǎn)變,除自身持續(xù)增加對非洲援助外,還通過包括“非洲發(fā)展東京國際會議”在內(nèi)的多種途徑,倡導(dǎo)其他國家和國際機構(gòu)幫助非洲實現(xiàn)各領(lǐng)域的全面發(fā)展。 日本不斷強化與非洲的聯(lián)系有其內(nèi)在的政治、經(jīng)濟等各方面動因。除攫取非洲豐富的石油等自然資源和開拓非洲潛在市場外,借助擁有眾多成員國的非洲的力量,實現(xiàn)加入聯(lián)合國常任理事國的目標(biāo),是現(xiàn)階段日本加強對非外交政策的最主要動因。本文通過對這些動因的分析,嘗試對日非關(guān)系未來的發(fā)展趨勢及其所面臨的局限性做出評估,進而總結(jié)出日非關(guān)系對中非關(guān)系的影響,以期為更好地發(fā)展中非關(guān)系提供一些借鑒和參考。
[Abstract]:During the Cold War period, Japan's foreign policy was based on the "Japan-US alliance" and "economic interests" as its two pillars, and its policy towards Africa also took this as its starting point. That is, economic aid as the main means to serve the global strategy of the United States while developing economic and trade relations with Africa. After the Cold War, the world situation has changed and Japan's foreign policy has changed accordingly. From the pursuit of economic power in the Cold War period, to the development of "great power diplomacy" after the cold war, Japan's foreign policy has made great efforts to realize the goal of becoming a political power. In this context, its foreign policy towards Africa has also undergone a major change. In addition to increasing its own aid to Africa, it has also adopted a variety of channels, including the Tokyo International Conference on African Development, Advocating other countries and international institutions to help Africa achieve comprehensive development in all fields. Japan's constant strengthening of ties with Africa has its own political, economic and other motivations. In addition to seizing Africa's rich oil and other natural resources and tapping into Africa's potential markets, and drawing on the strength of Africa, which has a large number of member States, to achieve its goal of becoming a permanent member of the United Nations, It is the main reason for Japan to strengthen its non-foreign policy at the present stage. Based on the analysis of these reasons, this paper tries to evaluate the future development trend of Japan-Africa relationship and its limitations, and then summarizes the influence of Japan-African relationship on Sino-African relations. With a view to better development of Sino-African relations to provide some reference and reference.
