【摘要】：國際環(huán)境作為外部條件對一個國家的生存和發(fā)展十分重要。體育對外援助作為國家外交政策的重要組成部分,在中國和平崛起與中華民族偉大復(fù)興的歷史進程中,實現(xiàn)中國制度上的吸引力,為中國的和平崛起創(chuàng)造良好的國際形象,為我國改善和創(chuàng)造良好的國際環(huán)境具有重要的作用和意義。作為對外戰(zhàn)略重要戰(zhàn)略手段的體育對外援助,在其歷史發(fā)展過程中對中國形象的塑造起到了巨大作用。在當下體育強國建設(shè)的過程中,回顧中國體育對外援助的歷史發(fā)展進程,總結(jié)經(jīng)驗和規(guī)律,為中國的和平崛起和中華民族的偉大復(fù)興做出貢獻,無疑具有重要的實踐意義和理論價值。 本文首先,對體育對外援助的涵義進行闡述,認為體育對外援助是通過硬件(資金、體育器材、體育設(shè)施)和軟件(教練員、體育專家、裁判員、醫(yī)生、競賽組織管理人員、體育科研信息)的援助; 其次,根據(jù)二戰(zhàn)后以冷戰(zhàn)為標志的雅爾塔體系所形成的國際格局和我國國家戰(zhàn)略定位為時代背景,將我國體育對外援助的歷史回顧大致分為三個階段:1)形成階段(1950年—1978年);2)調(diào)整階段(1979年—1991年);3)改革階段(1992年—現(xiàn)在); 再次,通過歷史回顧來總結(jié)體育對外援助的作用和意義:1)維護了國家利益;2)鞏固了與發(fā)展中國家的關(guān)系;3)提升了國家形象;4)促進了體育事業(yè)的發(fā)展; 然后,總結(jié)歷史經(jīng)驗和教訓(xùn):1)帶有意識形態(tài)色彩2)沒有量力而行3)缺乏作為保障的法規(guī)制度和健全的運行機制; 最后,根據(jù)這些經(jīng)驗和教訓(xùn)提出對新時期體育對外援助的啟示:1)繼承和發(fā)揚體育對外援助政策;2)要淡化意識形態(tài)色彩3)要量力而行4)要完善法制建設(shè)和健全運行機制5)開發(fā)多種體育對外援助形式。
[Abstract]:As an external condition, the international environment is very important for the survival and development of a country. As an important part of the country's foreign policy, sports foreign aid, in the historical process of China's peaceful rise and the great rejuvenation of the Chinese nation, realizes the attraction of China's system and creates a good international image for China's peaceful rise. To improve and create a good international environment for China has an important role and significance. As an important strategic means, sports foreign aid plays an important role in shaping the image of China in its historical development. In the process of building a powerful sports power, we should review the historical development process of China's sports foreign aid, sum up its experience and laws, and contribute to the peaceful rise of China and the great rejuvenation of the Chinese nation. Undoubtedly, it has important practical significance and theoretical value. First of all, this paper expounds the meaning of sports foreign aid, and thinks that sports foreign aid is through hardware (funds, sports equipment, sports facilities) and software (coaches, sports experts, referees, doctors, competition organization and management personnel). Secondly, according to the international pattern formed by the Yalta system marked by the Cold War after World War II and the national strategic orientation of our country as the background of the times, The history of China's sports foreign aid is roughly divided into three stages: 1) the forming stage (1950-1978) and 2) the adjustment stage (1979-1991) the reform stage (1992-present); again, To sum up the role and significance of sports foreign aid through historical review: 1) the national interests are safeguarded. 2) the relations with developing countries are consolidated. 3) the image of the country is enhanced. 4) the development of sports is promoted. Summing up historical experiences and lessons: 1) with ideological color 2) does not act within its means 3) lacks a legal system and a sound operating mechanism as a safeguard; finally, According to these experiences and lessons, the enlightenment to sports foreign aid in the new period is put forward: (1) inheriting and carrying forward sports foreign aid policy (2) desalination of ideological color (3) doing according to capacity) perfecting legal system construction and perfecting operation mechanism (5) To develop various forms of foreign aid for sports.
