【摘要】：建立國(guó)家戰(zhàn)略傳播機(jī)制、開展"大國(guó)外宣"是貫徹落實(shí)習(xí)近平同志"提高道義感召力"方針的重要舉措。"道義感召力"概念的提出實(shí)質(zhì)上體現(xiàn)了以"恒久道義"為核心、以軟實(shí)力為手段的"王道"逐步取代以"既得利益"為核心、以硬實(shí)力為手段的"霸道"的歷史潮流,對(duì)當(dāng)前我國(guó)開展"大國(guó)外宣"具有理論指導(dǎo)意義。從當(dāng)下的國(guó)際輿論環(huán)境出發(fā),傳統(tǒng)的對(duì)外宣傳工作應(yīng)當(dāng)升級(jí)為國(guó)家戰(zhàn)略傳播,不應(yīng)僅僅服務(wù)于"現(xiàn)實(shí)政治",更應(yīng)當(dāng)是"觀念政治"的集中體現(xiàn)。從我國(guó)綜合國(guó)力和輿論環(huán)境的變化來(lái)看,"觀念政治"的理念與"增強(qiáng)道義感召力"的方針彼此呼應(yīng),為我國(guó)開展"大國(guó)外宣"提供了理論基礎(chǔ)和實(shí)踐指南。
[Abstract]:The establishment of a national strategic communication mechanism and the launching of a "big country propaganda" are important measures to implement Comrade Xi Jinping's policy of "enhancing moral appeal". " In essence, the concept of moral charisma reflects the historical trend of "hegemonism", which takes "permanent morality" as the core and soft power as the means, gradually replacing the "vested interests" as the core and hard power as the means. It is of theoretical significance to carry out the propaganda of the great powers in our country at present. Proceeding from the current international public opinion environment, the traditional foreign propaganda work should be upgraded to the national strategic communication, not only serve "realistic politics", but also be the concentrated embodiment of "idea politics". From the view of the change of our country's comprehensive national strength and public opinion environment, the idea of "idea politics" and the principle of "strengthening moral appeal" echo each other, which provides the theoretical basis and practical guide for our country to carry out "the propaganda of the Great Power".
