【摘要】：霸權國是國際公共產(chǎn)品的主要提供者。霸權國主要通過授權國際組織和簽訂雙邊協(xié)議網(wǎng)絡兩種方式提供國際公共產(chǎn)品。國際公共產(chǎn)品供給形式的轉變,是霸權國調(diào)整國際體系公共利益和霸權利益之間關系的結果。當國際公共產(chǎn)品供給條件惡化時,霸權國通過締結雙邊協(xié)議網(wǎng)絡臨時替代基于委托—代理的國際組織,收縮國際公共產(chǎn)品的惠及范圍,增加國際公共產(chǎn)品的排他性,捍衛(wèi)霸權利益。在60年代的國際收支危機和2008年爆發(fā)的全球金融危機中,美聯(lián)儲通過貨幣互換協(xié)定網(wǎng)絡替代國際貨幣基金組織金融救助機制,成為危機中的國際最后貸款安排。通過國際最后貸款供給形式的轉換,美聯(lián)儲將有限的資源用于救助美國金融利益和戰(zhàn)略價值覆蓋的國家。
[Abstract]:Hegemonic states are the main providers of international public goods. Hegemonic states provide international public goods mainly by authorizing international organizations and signing bilateral agreement networks. The change of supply form of international public goods is the result of hegemonic countries adjusting the relationship between public interests and hegemonic interests of international system. When the supply conditions of international public goods deteriorate, hegemonic countries temporarily replace the international organizations based on principal-agent by concluding bilateral agreements, so as to shrink the scope of the benefits of international public goods and increase the exclusiveness of international public goods. Defend hegemonic interests. During the balance of payments crisis in the 1960s and the global financial crisis in 2008, the Federal Reserve replaced the IMF financial rescue mechanism through the currency swap agreement network, and became the last international loan arrangement in the crisis. Through a shift in the international supply of final loans, the Fed is devoting limited resources to rescuing countries covered by U.S. financial interests and strategic values.
