關(guān)系性契約與中美信任維持

【摘要】：隨著權(quán)力轉(zhuǎn)移進(jìn)程加快,中美戰(zhàn)略互信逐漸成為學(xué)界關(guān)注的重要議題。作為一個動態(tài)的平衡過程,中美信任的衰退、流失將引發(fā)戰(zhàn)略互信赤字,致使中美關(guān)系背負(fù)沉重的代價。在相互依賴的時代背景下,兩國如何在信任與不信之間維持均衡?當(dāng)雙邊信任惡化時可以依靠哪些約束性機(jī)制維持和修復(fù)雙邊信任?作者在梳理既有研究文獻(xiàn)的基礎(chǔ)上提煉出"關(guān)系型信任"的概念,從規(guī)制性、規(guī)范性和關(guān)系性三種維度理解復(fù)雜的信任內(nèi)涵。雙邊信任作為一束關(guān)系,源于"禮尚往來"的互惠實踐,信任維持的因果邏輯則以"關(guān)系性契約"為核心。關(guān)系契約的效力是內(nèi)生的、過程性的,不依賴外在力量。一旦雙方處于互惠關(guān)系中,為了維持長遠(yuǎn)利益,中美在危機(jī)面前寧愿克制對短期利益的追求,避免苛刻的交易影響雙邊關(guān)系大局,為彼此留下應(yīng)對與回旋的空間。中關(guān)之間的正式保障制度是外化了的"關(guān)系",心照不宣的心理默契則是內(nèi)化了的"關(guān)系"。理性契約、心理契約與關(guān)系契約三重約束互為一體,對動態(tài)的中美信任進(jìn)行有效管理,這無疑對構(gòu)建中美新型大國關(guān)系具有重要的啟示意義。
[Abstract]:With the acceleration of power transfer, strategic mutual trust between China and the United States has gradually become an important issue of academic attention. As a dynamic balancing process, the loss of trust between China and the United States will lead to a deficit of strategic trust, with a heavy cost to Sino-US relations. In the context of an era of interdependence, how can the two countries maintain a balance between trust and disbelief? What binding mechanisms can be relied upon to maintain and repair bilateral trust when bilateral trust deteriorates? On the basis of combing the existing research literature, the author abstracts the concept of "Relational Trust" and understands the complex connotation of trust from three dimensions: regulatory, normative and relational. As a bundle of relations, bilateral trust originates from reciprocal practice of "reciprocity", and the causality logic of trust maintenance is "relational contract" as the core. The effectiveness of the relationship contract is endogenous, procedural and independent of external forces. Once the two sides are in a mutually beneficial relationship, in order to maintain long-term interests, China and the United States would rather refrain from pursuing short-term interests in the face of the crisis, avoid harsh transactions affecting the overall situation of bilateral relations, and leave room for each other to deal with and maneuver. The formal safeguard system between China and Guang is externalized "relationship", and tacit psychological tacit understanding is internalized "relationship". Rational contract, psychological contract and relationship contract are one of the three constraints, which can effectively manage the dynamic trust between China and the United States, which is undoubtedly of great significance to the construction of a new type of great power relationship between China and the United States.
