【摘要】：近年來,呼吁兩岸東海合作的聲音引起社會廣泛關(guān)注,然而這種合作意向仍面臨不少現(xiàn)實困境。通過對"臺日漁業(yè)協(xié)議"內(nèi)容分析可知,日本為阻止兩岸聯(lián)手保釣,在東海漁業(yè)資源上對臺灣做出一定"妥協(xié)",但卻不能忽視臺灣當(dāng)局由此在領(lǐng)土問題上間接對日本做出的實質(zhì)讓步。這不僅引起輿論就對日實質(zhì)讓步的不當(dāng)行為提出質(zhì)疑,也增加了在領(lǐng)土問題上與日本后續(xù)談判的難度。此外,該協(xié)議對兩岸東海合作具有明顯沖擊,不僅降低東海合作的可能,窄化東海合作的路徑,也會錯失東海合作的時機。
[Abstract]:In recent years, the voices calling for cooperation between the two sides of the East China Sea have attracted wide attention. However, this kind of cooperation still faces many practical difficulties. Through the analysis of the contents of the "Taiwan-Japan Fisheries Agreement," we can see that in order to prevent the two sides of the Taiwan Strait from jointly protecting fishing, The fishery resources in the East China Sea have made certain "compromises" to Taiwan, but the substantive concessions made by the Taiwan authorities to Japan on the territorial issue should not be ignored. This has not only caused public opinion to question the improper behavior of substantive concessions to Japan, but also made it more difficult to follow up negotiations with Japan on territorial issues. In addition, the agreement has an obvious impact on cross-strait cooperation in the East China Sea. It not only reduces the possibility of cooperation in the East China Sea, narrows the path of cooperation in the East China Sea, but also misses the opportunity of cooperation in the East China Sea.
