【摘要】：在當今國際社會,政府發(fā)展援助已經成為一種屢見不鮮的外交活動,涵蓋了經濟、政治、軍事等方方面面。戰(zhàn)后,經歷了20年的經濟快速發(fā)展,口本經濟實力已居于世界前列,其政府發(fā)展援助也逐漸活躍。出于對本國能源、國際地位等多方面的考慮,日本將對中東地區(qū)的政府發(fā)展援助列為對外援助的重心。 本文概述了現(xiàn)今政府發(fā)展援助概況,通過列舉各國實例,歸納其模式、動因及意義,進而引出日本對中東地區(qū)的援助。對戰(zhàn)后不同階段的日本對中東的援助情況進行研究,從中歸納出其特點,并分別從能源安全、政治地位、口美同盟角度對援助的動因進行剖析。日本對中東的援助有許多成功的例子,但美國的限制及中東國家的疑慮使其援助政策無法發(fā)揮至極致,這些都可以成為我國開展政府發(fā)展援助的借鑒。我國政府發(fā)展援助起步較晚,雖然有過曲折,但總體還是值得肯定的。本文論述了我國對外援助的情況及特點,通過將中日雙方對外援助進行對比,總結對我國對外援助的啟示,為我國開展更有效雙贏的對外援助提出理論性建議。
[Abstract]:In today's international community, government development assistance has become a common diplomatic activity, covering economic, political, military and other aspects. After the war, after 20 years of rapid economic development, mouth-based economic strength has been in the forefront of the world, its government development assistance is also gradually active. Due to the consideration of national energy and international status, Japanese government development aid to the Middle East region is regarded as the focus of foreign aid. This paper summarizes the general situation of current government development assistance, sums up its model, motivation and significance by enumerating examples of various countries, and then leads to Japan's aid to the Middle East region. This paper studies the situation of Japan's aid to the Middle East in different stages after the war, and summarizes its characteristics, and analyzes the motivation of aid from the angle of energy security, political status and alliance of mouth and United States respectively. There are many successful examples of Japan's aid to the Middle East, but the limitations of the United States and the misgivings of the Middle East countries make it impossible to bring its aid policy into full play, all of which can serve as a reference for our country to carry out government development assistance. China's government development assistance started late, although there have been twists and turns, but the overall is worthy of recognition. This paper discusses the situation and characteristics of China's foreign aid, compares the foreign aid between China and Japan, sums up the inspiration to China's foreign aid, and puts forward some theoretical suggestions for our country to carry out more effective win-win foreign aid.
