【摘要】：國家利益是決定一國對外政策的根本動因。自二戰(zhàn)結(jié)束以來,美國歷屆政府對其非洲政策進行了多次調(diào)整,背后的動因就是美國在非洲的國家利益。本文以美國在非洲最重要的三項利益——戰(zhàn)略利益、經(jīng)濟利益和安全利益為分析框架,將二戰(zhàn)以來的美國對非政策劃分為冷戰(zhàn)時期、冷戰(zhàn)結(jié)束至"9·11"事件爆發(fā)和"9·11"事件以來三大階段,梳理在各個時期美國在非洲的國家利益及據(jù)此推行的對非政策�；诿绹诜侵迖依娌]有發(fā)生根本變化的判斷,本文認(rèn)為盡管特朗普的對非政策存在不確定性,但自"9·11"事件以來確定的美國對非政策的基本框架不會發(fā)生大的改變。
[Abstract]:The national interest is the fundamental motivation to determine a country's foreign policy. Since the end of World War II, successive American governments have made many adjustments to their African policies, the motive behind which is the national interests of the United States in Africa. Based on the three most important interests of the United States in Africa, namely, strategic interest, economic interest and security interest, this paper divides the American policy towards Africa since World War II into the Cold War period. From the end of the Cold War to the outbreak of the September 11 incident and the three major stages of the September 11 incident, the national interests of the United States in Africa and its policies towards Africa have been combed in each period. Based on the fact that there has been no fundamental change in the interests of the United States in Africa, this paper argues that, although there is uncertainty in Trump's policy towards Africa, the basic framework of U.S. policy towards Africa, which has been defined since 9 / 11, will not change significantly.
