【摘要】：臺灣"南向政策"已成為一項具有連續(xù)性的政策,并依托不同時代背景演變,其動因有經(jīng)濟(jì)與政治兩方面的考量,因此評價以往"南向政策"的成效也多從這兩個角度出發(fā)。"新南向政策"在實(shí)施范圍與具體規(guī)劃上試圖求"新",但臺灣政經(jīng)實(shí)力的相對變化以及長期不變的政策動因使"新南向政策"的局限被凸顯了出來。兩岸經(jīng)貿(mào)合作仍應(yīng)朝著避免同質(zhì)競爭,互利共贏的方向努力。從經(jīng)濟(jì)布局、投資結(jié)構(gòu)等方面看,"一帶一路"與"新南向政策"存在合作空間,大陸應(yīng)對"新南向政策"可從市場開拓、教育合作、資金共籌、企業(yè)合作等幾方面出發(fā)。
[Abstract]:Taiwan's "southward policy" has become a continuous policy, and it has evolved in different times, and its motivation is based on both economic and political considerations. Therefore, the evaluation of the effectiveness of the "southward policy" in the past has been carried out from these two angles. " The new southward policy "tries to seek" new "in the implementation scope and the concrete plan, but the relative change of Taiwan's political and economic strength and the long-term invariant policy motive make the limitation of" new south direction policy "prominent. Cross-straits economic and trade cooperation should continue to avoid homogeneous competition, mutual benefit and win-win efforts. From the aspects of economic layout and investment structure, there is room for cooperation between "Belt and Road" and "New South Policy", and the mainland should deal with "New South Policy" from the aspects of market development, educational cooperation, co-financing and enterprise cooperation.
