【摘要】：安倍內(nèi)閣上臺后,中日關系處在持續(xù)低位徘徊、戰(zhàn)略信任磨損下行的狀態(tài),日本對華政策出現(xiàn)了新特點。除了雙邊關系加速走向失序和失范之外,在地區(qū)層面和多邊機制中的博弈和競爭明顯上升。日本的南海政策實質(zhì)上是日本對華政策的重要一環(huán),南海海域成為日本對華實施"對沖戰(zhàn)略"的重要地區(qū)。"對沖戰(zhàn)略"經(jīng)歷了比較低調(diào)的"約束性接觸"和手段多元的"軟制衡"兩個階段,其目的是牽制中國在南海地區(qū)影響力的上升,力圖維持美日主導的地區(qū)政治和安全秩序。日本在南海海域的"對沖戰(zhàn)略"一定程度上影響了中國與周邊國家的關系,加大了中國的安全壓力,但總體遏制效果有限,反而給地區(qū)局勢帶來了緊張和動蕩。
[Abstract]:Since Abe's cabinet came to power, Sino-Japanese relations have been hovering at a low level and strategic trust has been wearing down. Japan's China policy has taken on new characteristics. In addition to the bilateral relations, the game and competition in the regional level and multilateral mechanism are obviously rising. Japan's South China Sea policy is essentially an important part of Japan's China policy, and the South China Sea has become an important area for Japan to implement a "hedging strategy" against China. " The hedging strategy has experienced two stages of low-key "binding contacts" and "soft checks and balances", the purpose of which is to contain the rise of China's influence in the South China Sea and to maintain the regional political and security order dominated by the United States and Japan. Japan's "hedging strategy" in the South China Sea has to a certain extent affected China's relations with neighboring countries and increased China's security pressure, but the overall containment effect is limited, on the contrary, it has brought tension and instability to the regional situation.
