【摘要】：朝鮮半島作為歐亞大陸地緣政治中由海向陸與由陸向海實(shí)施地緣影響的“過渡地帶”，是東北亞地區(qū)大國競合關(guān)系的戰(zhàn)略角力場，對中國和平發(fā)展具有重要意義。朝鮮半島問題包括朝核問題、朝韓對峙問題、美日對朝遏制問題、朝鮮自身形象與對外關(guān)系問題等，其在不同程度上對中國的國家安全利益及對外戰(zhàn)略產(chǎn)生重要影響。中國需要厘清朝鮮半島局勢，以維護(hù)本國利益為目標(biāo)，推行積極有效的朝鮮半島政策，為中國的和平發(fā)展?fàn)I造良好的周邊環(huán)境。本文在深入探討21世紀(jì)初中國朝鮮半島政策背景、目標(biāo)、內(nèi)容、實(shí)施手段和策略的基礎(chǔ)上，評估中國朝鮮半島政策的實(shí)際效能。在研究方法上，，以現(xiàn)實(shí)主義國家利益理論、地緣政治學(xué)與中國和平發(fā)展戰(zhàn)略為理論支撐，遵循外交政策研究的科學(xué)方法設(shè)計(jì)論文結(jié)構(gòu)。本文首先分析了朝鮮半島與中國和平發(fā)展的伴生關(guān)系：朝鮮半島在中國東北亞地緣戰(zhàn)略中的地位、朝鮮半島問題對中國國家利益的影響、21世紀(jì)初中國朝鮮半島政策面臨的機(jī)遇與挑戰(zhàn)，這是本文進(jìn)行21世紀(jì)初朝鮮半島政策論證的基本前提。其次，以21世紀(jì)初中國朝鮮半島政策的環(huán)境、利益與目標(biāo)為研究對象，認(rèn)真分析中國朝鮮半島政策的環(huán)境、利益訴求與政策目標(biāo)。第三，本文以維護(hù)國家利益和朝鮮半島局勢的變化為依據(jù)分別闡述了中國朝鮮半島政策的安全、外交與經(jīng)濟(jì)政策，這是本文進(jìn)行21世紀(jì)初中國朝鮮半島政策研究的論證主體與核心。第四，審視了21世紀(jì)初中國朝鮮半島政策實(shí)施，通過對中國朝鮮半島政策實(shí)施手段與策略選擇進(jìn)行分析，探討了21世紀(jì)初中國朝鮮半島政策效能、現(xiàn)實(shí)困境與完善對策，對21世紀(jì)初中國朝鮮半島政策研究進(jìn)行總結(jié)。未來中國將更加積極地推行和平發(fā)展戰(zhàn)略，在朝鮮半島問題上努力發(fā)揮負(fù)責(zé)任大國的作用，謀求同朝鮮半島和平安全和共同發(fā)展。
[Abstract]:As a "transition zone" in Eurasian geopolitics, the Korean Peninsula is a strategic wrestling field of the great powers in Northeast Asia, which is of great significance to the peaceful development of China. The Korean Peninsula issues, including the Korean nuclear issue, the confrontation between the DPRK and the ROK, the containment of the United States and Japan towards the DPRK, the image of the DPRK itself and its foreign relations, to varying degrees, have an important impact on China's national security interests and its foreign strategy. China needs to clarify the situation of the Korean Peninsula, aim at safeguarding its own interests, implement a positive and effective policy on the Korean Peninsula, and create a good surrounding environment for China's peaceful development. This paper evaluates the actual effectiveness of Chinese Korean Peninsula policy on the basis of deeply discussing the background, goal, content, implementation means and tactics of Chinese Korean Peninsula policy in the beginning of the 21st century. Based on the realistic national interest theory, geopolitics and China's peaceful development strategy, the thesis structure is designed according to the scientific method of foreign policy research. This paper first analyzes the relationship between the Korean Peninsula and China's peaceful development: the position of the Korean Peninsula in the geo-strategy of China's Northeast Asia. The impact of the Korean Peninsula issue on China's National interests the opportunities and challenges faced by China's Korean Peninsula Policy at the beginning of the 21st Century are the basic prerequisites for this paper to demonstrate the Korean Peninsula policy at the beginning of the 21st century. Secondly, taking the environment, interests and objectives of China's Korean Peninsula policy at the beginning of the 21st century as the object of study, this paper analyzes the environment, interest demands and policy objectives of China's Korean Peninsula policy. Third, based on safeguarding national interests and the changes in the situation on the Korean Peninsula, this paper respectively expounds the security, foreign and economic policies of China's Korean Peninsula policy. This is the main body and core of the policy research on the Korean Peninsula in China at the beginning of the 21 ~ (st) century. Fourth, this paper examines the implementation of the Korean Peninsula policy in China at the beginning of the 21st century, analyzes the means and strategies for the implementation of the Korean Peninsula policy in China, and probes into the policy effectiveness, practical difficulties and perfect countermeasures of the Korean Peninsula policy in China at the beginning of the 21st century. This paper summarizes the policy research on the Korean Peninsula in China at the beginning of the 21 st century. In the future, China will more actively pursue the strategy of peaceful development, exert itself as a responsible power on the Korean Peninsula issue, and seek peace, security and common development with the Korean Peninsula.
