【摘要】：冷戰(zhàn)結(jié)束以后,伴隨著經(jīng)濟(jì)全球化和世界政治格局多極化的趨勢,各國之間的經(jīng)濟(jì)聯(lián)系日益緊密,和平與發(fā)展成為當(dāng)今世界的兩大主題,這就要求各國應(yīng)以發(fā)展本國經(jīng)濟(jì)、增強(qiáng)本國在國際上的競爭力為根本目標(biāo)。而在各國經(jīng)濟(jì)發(fā)展中,能源(主要指石油)號稱是現(xiàn)代工業(yè)的“血液”,由于其稀缺性及地理分布的不平衡性,它已成為當(dāng)今國際政治、國際關(guān)系互動中不可忽略的因素。 中俄兩國在國際政治和經(jīng)濟(jì)舞臺上都扮演著重要的角色,并且兩國已經(jīng)建立起了比較穩(wěn)固和相互信任的戰(zhàn)略協(xié)作伙伴關(guān)系。加強(qiáng)中俄能源合作對于俄羅斯來說,是開拓亞洲市場,促進(jìn)俄能源工業(yè)發(fā)展的重要途徑；對于中國來說,是確保國內(nèi)經(jīng)濟(jì)發(fā)展穩(wěn)步持續(xù)增長的一個重要保障,是確保中國能源多元化、穩(wěn)定供給的重要途徑。從政治協(xié)作、經(jīng)濟(jì)互利的角度來看,中俄的能源合作應(yīng)該有更廣闊的前景,這也符合當(dāng)前兩國關(guān)系發(fā)展的趨勢。然而,從目前合作的進(jìn)展及程度來看,中俄能源合作遠(yuǎn)未達(dá)到預(yù)期的效果。 鑒于此,本文的立足中俄雙方長久的戰(zhàn)略合作,以中俄能源合作為主線,運用國際合作理論和地緣政治理,通過重點分析中俄能源合作中存在的問題及影響因素,提出合理的解決對策,使合作雙方在合作中實現(xiàn)雙贏。
[Abstract]:After the end of the cold war, with the trend of economic globalization and the multi polarization of the world political pattern, the economic ties between countries have become increasingly close. Peace and development have become the two major themes of the world. This requires that all countries should develop their own economy and enhance their national competitiveness as the fundamental goal. Source (mainly refers to oil) is known as the "blood" of modern industry. Because of its scarcity and unbalance of geographical distribution, it has become an unnegligible factor in international politics and international relations.
China and Russia have played an important role in the international political and economic arena, and the two countries have established a relatively stable and mutual trust strategic partnership. Strengthening China Russia energy cooperation is an important way for Russia to open up the Asian market and promote the development of Russia's energy industry; for China, it is a guarantee. An important guarantee for the steady and sustained growth of domestic economic development is an important way to ensure the diversification and supply of China's energy. From the perspective of political cooperation and economic mutual benefit, China and Russia should have a broader prospect for energy cooperation. This is also in line with the trend of the current bilateral relations. However, the progress and degree of the current cooperation will be made. Look, China Russia energy cooperation is far from reaching the expected effect.
In view of this, this paper, based on the long-term strategic cooperation between China and Russia, takes Sino Russian energy cooperation as the main line, uses international cooperation theory and geopolitical governance, and analyzes the existing problems and factors in energy cooperation between China and Russia, and puts forward reasonable solutions so as to achieve win-win cooperation in cooperation.
