【摘要】：中美軍事交流是中美關(guān)系中極其重要但又十分脆弱的一環(huán),是檢驗兩國關(guān)系好壞的一個重要指標(biāo)。論文首先對中美軍事交流的歷史做了回顧,中美兩國在冷戰(zhàn)時期面對蘇聯(lián)的威脅,進(jìn)行了比較深入的軍事交流。冷戰(zhàn)后國際形勢發(fā)生了巨大變化,中美軍事交流數(shù)次中斷,但雙方出于不同的目的都努力繼續(xù)保持著軍事交流。冷戰(zhàn)后兩國在軍隊高層接觸、軍艦互訪、軍事演習(xí)及觀摩、軍隊教育的交流等方面日益頻繁,中美軍事交流對中國產(chǎn)生了不容忽視的影響,尤其體現(xiàn)在解放軍現(xiàn)代化建設(shè)和臺灣問題上。 現(xiàn)階段中美軍事交流的作用主要在于兩點(diǎn)：一是增加合作,二是減少誤判。雖然軍事交流對中美雙方都有利,但由于兩國在意識形態(tài)、價值觀等方面的差異,使得雙方軍事交流困難重重,有許多難以克服的障礙。從長遠(yuǎn)來看,中美兩軍關(guān)系的發(fā)展必須建立在平等互利的基礎(chǔ)上,擱置爭議,求同存異,多尊重對方的安全關(guān)注,而不是觸犯對方的核心利益。積極拓展和穩(wěn)固雙方合作的領(lǐng)域,減少誤判,妥善處理分歧和敏感問題,不斷培育和增進(jìn)雙方的戰(zhàn)略互信,鞏固和擴(kuò)大雙方的共同利益,這樣中美軍事交流才會有良好的發(fā)展前景。
[Abstract]:Military exchanges between China and the United States are an extremely important but fragile link in Sino-US relations, and are an important indicator of the good or bad relations between China and the United States. Firstly, the paper reviews the history of military exchanges between China and the United States. China and the United States faced the threat of Soviet Union during the Cold War, and conducted more in-depth military exchanges. After the Cold War, great changes have taken place in the international situation, and the military exchanges between China and the United States have been interrupted several times, but both sides are striving to maintain military exchanges for different purposes. After the Cold War, the two countries have become increasingly frequent in the areas of high-level military contacts, exchange of visits between warships, military exercises and observation, and exchanges of military education. Military exchanges between China and the United States have had an important impact on China. Especially in the modernization of the people's Liberation Army and the Taiwan issue. At present, the role of military exchanges between China and the United States lies in two main points: one is to increase cooperation and the other is to reduce miscalculation. Although military exchanges are beneficial to both China and the United States, the differences in ideology and values between the two countries make military exchanges between the two sides difficult and difficult to overcome. In the long run, the development of Sino-U.S. military relations must be based on equality and mutual benefit, shelve disputes, seek common ground while reserving differences, and respect each other's security concerns, rather than offending each other's core interests. We should actively expand and stabilize the areas of cooperation between the two sides, reduce miscalculation, properly handle differences and sensitive issues, continuously foster and enhance strategic mutual trust between the two sides, and consolidate and expand the common interests of both sides. Only in this way will there be good prospects for the development of military exchanges between China and the United States.
