【摘要】：2014年中以來(lái),美國(guó)推動(dòng)在韓國(guó)部署"薩德"系統(tǒng),相關(guān)國(guó)家及學(xué)者對(duì)此立場(chǎng)與觀點(diǎn)明顯對(duì)立。"薩德"系統(tǒng)的關(guān)鍵是其帶有一部"AN/TPY-2"X波段遠(yuǎn)程火控雷達(dá),在韓國(guó)部署該系統(tǒng)將嚴(yán)重?fù)p害中國(guó)核威懾及常規(guī)威懾能力,而韓國(guó)已有的"綠松"雷達(dá)足以覆蓋朝鮮半島,"薩德"附帶雷達(dá)不能對(duì)韓美防范朝鮮導(dǎo)彈威脅提供新的幫助,"薩德"攔截導(dǎo)彈也不能保護(hù)包括首爾在內(nèi)的韓國(guó)北部地區(qū)。因此,美國(guó)在韓部署"薩德"系統(tǒng)并非針對(duì)朝鮮,而是明確的單獨(dú)針對(duì)中國(guó)的軍事舉措,其真實(shí)目的是借機(jī)整合美日韓東亞反導(dǎo)體系,抵消中國(guó)戰(zhàn)略威懾效果,強(qiáng)化對(duì)華介入作戰(zhàn)能力,這無(wú)助于東北亞的安全穩(wěn)定,也有損韓國(guó)安全利益。
[Abstract]:"since mid-2014, the United States has pushed for the deployment of the THAAD system in South Korea, and countries and scholars are clearly at odds with that view." The key to the THAAD system is that it has a "AN/TPY-2" X-band long-range fire control radar. The deployment of the system in South Korea will seriously damage China's nuclear and conventional deterrence capabilities. South Korea already has the "Green Song" radar enough to cover the Korean peninsula, the "THAAD" side radar can not provide new assistance to South Korea and the United States to guard against the North Korean missile threat, "THAAD" interceptor missiles can not protect the northern region of South Korea, including Seoul. Therefore, the deployment of the "THAAD" system in South Korea by the United States is not directed against North Korea, but is a clear military move against China alone. Its real purpose is to take the opportunity to integrate the anti-missile system in East Asia between the United States, Japan and South Korea, and to offset the effect of China's strategic deterrence. Strengthening engagement with China does not contribute to the security and stability of Northeast Asia, nor does it harm the security interests of South Korea.
