【摘要】：自第二次世界大戰(zhàn)以后，越美關(guān)系經(jīng)歷了跌宕起伏的變化過程，一直是所有雙邊關(guān)系中最為復(fù)雜多變的關(guān)系之一。冷戰(zhàn)結(jié)束之后，越美關(guān)系進(jìn)入了快速發(fā)展的新階段，尤其是美越經(jīng)濟(jì)關(guān)系得到了不斷的加強(qiáng)和深化，越南一躍成為了二十一世紀(jì)世界上經(jīng)濟(jì)增長(zhǎng)最快的國(guó)家之一，這一成就的取得，與越美經(jīng)濟(jì)關(guān)系的多形式發(fā)展密不可分。 回顧越美經(jīng)濟(jì)關(guān)系發(fā)展的歷程，總結(jié)其性質(zhì)和特點(diǎn)，并且就其中存在的問題提出政策建議，已經(jīng)成為越南所有當(dāng)代研究戰(zhàn)略、改革政策和經(jīng)濟(jì)政策改革的學(xué)者們強(qiáng)烈的愿望。 本文將從經(jīng)濟(jì)外交的理論入手，系統(tǒng)分析和研究冷戰(zhàn)后越南對(duì)美國(guó)經(jīng)濟(jì)外交的實(shí)踐狀況。除了緒論之外，本文共分為五章。第一章是理論建構(gòu)，主要梳理了學(xué)術(shù)界對(duì)經(jīng)濟(jì)外交的分析視角，并回顧了經(jīng)濟(jì)外交的實(shí)踐過程和現(xiàn)狀，為引入越南的經(jīng)濟(jì)外交做好鋪墊。第二章從歷史角度回顧越南對(duì)外政策的發(fā)展歷程，包括越南對(duì)外政策的基礎(chǔ)、對(duì)外路線的形成過程以及當(dāng)前對(duì)外政策的主要內(nèi)容。經(jīng)濟(jì)外交是國(guó)家總體外交的重要組成部分，本章勾畫出越南經(jīng)濟(jì)外交的主要背景。第三章是本文的重點(diǎn)，總結(jié)了冷戰(zhàn)后越南對(duì)美經(jīng)濟(jì)外交政策及實(shí)踐。其中將冷戰(zhàn)后越南對(duì)美經(jīng)濟(jì)外交分為三個(gè)階段，1995-2000年、2001年-2005年及2006至今，在不同的時(shí)期，越南對(duì)美經(jīng)濟(jì)外交具有不同的內(nèi)容和特點(diǎn)。第四章結(jié)合第三章的歷史回顧，在第一章經(jīng)濟(jì)外交理論的基礎(chǔ)上，著重分析越南對(duì)美經(jīng)濟(jì)外交的決策機(jī)制、國(guó)內(nèi)外制約因素等。第五章對(duì)未來越南對(duì)美經(jīng)濟(jì)外交進(jìn)行預(yù)測(cè)，并就如何進(jìn)一步發(fā)展越美經(jīng)濟(jì)關(guān)系提出政策建議。 本文認(rèn)為隨著經(jīng)濟(jì)全球化趨勢(shì)的不斷發(fā)展，越美兩國(guó)之間的共同利益不斷增多，盡管兩國(guó)還存在意識(shí)形態(tài)差異，復(fù)雜的歷史恩怨，不同的經(jīng)濟(jì)發(fā)展水平，，以及迥異的政治經(jīng)濟(jì)制度，越美經(jīng)濟(jì)關(guān)系將會(huì)邁上一個(gè)新臺(tái)階，并外溢到政治、安全、文化等其它領(lǐng)域，推動(dòng)越美全面關(guān)系的穩(wěn)定發(fā)展。
[Abstract]:Since the second World War, the relationship between Vietnam and the United States has undergone ups and downs and has been one of the most complicated and changeable relations in all bilateral relations. After the end of the Cold War, the relations between Vietnam and the United States entered a new stage of rapid development. In particular, the economic relations between the United States and Vietnam have been continuously strengthened and deepened. Vietnam has become one of the fastest-growing countries in the world in the 21 century. The achievement of this achievement is inseparable from the development of many forms of economic relations between Vietnam and the United States. Reviewing the course of the development of the economic relations between Vietnam and the United States, summing up its nature and characteristics, and putting forward policy recommendations on the existing problems, has become the strong desire of all the scholars in Vietnam who study strategy, reform policy and economic policy reform. Starting with the theory of economic diplomacy, this paper systematically analyzes and studies the practical situation of Vietnam's economic diplomacy to the United States after the Cold War. In addition to the introduction, this paper is divided into five chapters. The first chapter is the theoretical construction, mainly combing the academic analysis of economic diplomacy perspective, and reviewed the practice of economic diplomacy and the current situation, for the introduction of Vietnam's economic diplomacy to do a good job. The second chapter reviews the development of Vietnam's foreign policy from the historical point of view, including the basis of Vietnam's foreign policy, the formation of the foreign line and the main contents of the current foreign policy. Economic diplomacy is an important part of national overall diplomacy. This chapter outlines the main background of Vietnam's economic diplomacy. The third chapter is the focus of this paper, summing up Vietnam's economic foreign policy and practice to the United States after the Cold War. The economic diplomacy of Vietnam to the United States after the Cold War is divided into three stages: 1995-2000, 2001-2005 and 2006 to present. In different periods, Vietnam's economic diplomacy to the United States has different contents and characteristics. Chapter four reviews the history of the third chapter, based on the theory of economic diplomacy in the first chapter, focuses on the analysis of Vietnam's economic diplomacy to the United States decision-making mechanism, domestic and foreign constraints and so on. Chapter five predicts Vietnam's future economic diplomacy to the United States and puts forward some policy suggestions on how to further develop the economic relations between Vietnam and the United States. This paper holds that with the development of economic globalization, the common interests between Vietnam and the United States are increasing, although there are still ideological differences, complex historical grievances, different levels of economic development between the two countries. As well as different political and economic systems, the economic relations between the US and Vietnam will rise to a new level and spill over into other fields, such as politics, security, culture and so on, and promote the stable development of the comprehensive relations between the United States and Vietnam.
