俄羅斯與歐盟關(guān)系制度化研究

【摘要】: 冷戰(zhàn)結(jié)束以后,歐洲大陸的地緣政治格局發(fā)生了翻天覆地的變化。原本敵對的俄羅斯與歐盟迎來了改善雙邊關(guān)系的歷史契機(jī)。盡管雙方仍然存在一系列矛盾與分歧,但俄羅斯與歐盟還是把握住了這一難得的機(jī)遇,改善了彼此之間的關(guān)系。本文即以制度化合作為切入點(diǎn)探討俄歐關(guān)系。俄羅斯與歐盟在政治上的相互借重、經(jīng)濟(jì)上的相互依賴以及安全上的密不可分決定了雙方存在制度化合作的需求。經(jīng)過雙方共同努力,俄羅斯與歐盟已經(jīng)在政治、經(jīng)濟(jì)、安全等領(lǐng)域建立了全方位的制度化合作關(guān)系。然而,歷史文化和價(jià)值觀的差異、雙方目標(biāo)上的不一致、歐盟東擴(kuò)后遺癥的負(fù)面作用、勢力范圍的爭奪以及美國因素等都對俄歐關(guān)系有著不容忽視的制約作用。這使得俄歐關(guān)系制度化合作存在地位不平衡、互信程度不高、合作水平有限等弱點(diǎn)。近幾年,俄歐之間矛盾和摩擦明顯激化,俄歐關(guān)系走到了一個(gè)新的十字路口。但由于雙方日益相互依賴并且在許多方面存在共同利益,因此,克服分歧避免對抗,通過對話與合作的方式來處理雙邊關(guān)系仍舊是俄羅斯與歐盟的最佳選擇。
[Abstract]:After the end of the cold war, the geopolitical structure of the European continent changed dramatically. Russia and the European Union, once hostile, have a historic opportunity to improve bilateral relations. Despite a series of contradictions and differences, Russia and the European Union have seized this rare opportunity to improve their relations. This paper discusses the relationship between Russia and Europe from the point of view of institutionalized cooperation. Russia and the European Union depend on each other politically, and depend on each other economically and inseparably in security, which determines the need for institutionalized cooperation between Russia and EU. Through the joint efforts of both sides, Russia and the EU have established a comprehensive and institutionalized cooperative relationship in political, economic, security and other fields. However, the differences of historical culture and values, the inconsistency of objectives between the two sides, the negative effects of the consequences of EU eastward expansion, the scramble for the sphere of influence and the American factors all play an important role in restricting Russian-European relations. This makes Russia-Europe relations institutionalized cooperation with unbalanced status, low level of mutual trust, limited level of cooperation and other weaknesses. In recent years, contradictions and frictions between Russia and Europe have intensified, and Russia-Europe relations have reached a new crossroads. But because the two sides are increasingly interdependent and have common interests in many ways, overcoming differences and avoiding confrontation and dealing with bilateral relations through dialogue and cooperation remains the best option for Russia and the European Union.
