構(gòu)建和諧世界中的中國公共外交

【摘要】：公共外交是指一國政府、政府支持下的公眾及非政府組織為了宣傳自身、塑造本國良好國際形象和提高國際認同度,最終達到獲取國家利益的目的,而通過文化交流、信息傳播、公關(guān)媒體等方式擴大本國政府、公民與國外公眾的交流和對話的活動。公共外交理論在美國產(chǎn)生和發(fā)展,在當前硬權(quán)力外交受到諸多限制的形勢下,以文化傳播和影響為基礎(chǔ)的軟權(quán)力受到各國重視,以軟權(quán)力為理論基礎(chǔ)的公共外交也成為當前外交的一個重要途徑。 雖然我國公共外交的思想萌芽較早,在正式理論發(fā)展和指導(dǎo)實踐方面遠落后于西方國家。但是,經(jīng)過短時間的發(fā)展,我國公共外交初步形成了相互合作、協(xié)調(diào)發(fā)展的科學模式,并逐漸在外交實踐中發(fā)揮重要作用。在和諧世界理念的倡導(dǎo)下,塑造我國的安定團結(jié)愛好和平的國際形象,讓世界了解中國,使中華文明走向世界,減少國外民眾的誤解,使中國威脅論失去市場,并在解決西藏、新疆等現(xiàn)實問題上發(fā)揮重大作用。 在2008北京奧運會和2010年上海世博會的活動中,我國充分發(fā)揮公共外交的作用,向世界宣傳了中國的蓬勃有力和諧安定的形象,收到了巨大成效。我國公共外交的開展邁上一個新臺階。但是我們應(yīng)也清楚地認識到,中國公共外交的發(fā)展還處于初步階段,不僅面臨著嚴峻的國際輿論壓力和時代挑戰(zhàn),并且公共外交體系建設(shè)等方面還存在一些亟需解決的問題。對此,我們需要轉(zhuǎn)變傳統(tǒng)外交思路,重視公共外交,同時加強公共外交的主體建設(shè)、客體針對性,制定合理有效的公共外交戰(zhàn)略,完善公共外交體系,善加利用海外主流媒體和網(wǎng)絡(luò)開展公共外交活動,從而使中國公共外交得到更好的完善。
[Abstract]:Public diplomacy means that a government, the public and non-governmental organizations supported by the government communicate with each other through cultural exchanges in order to propagate themselves, to create a good international image of their country and to enhance their international identity, and ultimately to achieve the goal of obtaining national interests. Information dissemination, public relations media and other ways to expand the national government, citizens and foreign public exchanges and dialogue activities. The theory of public diplomacy came into being and developed in the United States. In the current situation where hard power diplomacy is restricted, soft power based on cultural transmission and influence has been attached importance to by all countries. Public diplomacy based on soft power has also become an important way of current diplomacy. Although the thought of public diplomacy of our country is early, it lags far behind the western countries in formal theory development and guiding practice. However, after a short period of development, China's public diplomacy initially formed a scientific model of mutual cooperation and coordinated development, and gradually played an important role in diplomatic practice. Under the initiative of the concept of a harmonious world, we should shape our country's international image of stability, unity, and love of peace, let the world understand China, make the Chinese civilization go to the world, reduce the misunderstandings of the foreign people, make the China threat theory lose its market, and solve the problem of Tibet. Xinjiang and other practical issues play a major role. In the activities of the 2008 Beijing Olympic Games and the 2010 Shanghai World Expo, our country gave full play to the role of public diplomacy, propagandized China's vigorous, harmonious and stable image to the world, and achieved great results. The development of China's public diplomacy has reached a new level. However, we should also realize clearly that the development of China's public diplomacy is still in its initial stage, which not only faces severe pressure of international public opinion and challenges of the times, but also has some problems to be solved in the construction of public diplomacy system. In view of this, we need to change the traditional diplomatic thinking, attach importance to public diplomacy, at the same time strengthen the construction of the subject and the object of public diplomacy, formulate a reasonable and effective public diplomacy strategy, and perfect the public diplomacy system. Good use of overseas mainstream media and network to carry out public diplomacy, so that China's public diplomacy is better improved.
