【摘要】：“和合”是中國(guó)思想文化中被普遍接受和廣泛認(rèn)同的人文精神，它不僅貫穿于整個(gè)中國(guó)思想文化發(fā)展的全過程，而且深厚地積淀于各個(gè)時(shí)代思想文化中。把中國(guó)傳統(tǒng)“和合”思想運(yùn)用到對(duì)外援助領(lǐng)域中，這是中國(guó)對(duì)世界和平與發(fā)展事業(yè)的新貢獻(xiàn)。 作為亞非兩大文明的發(fā)祥地，中非關(guān)系源遠(yuǎn)流長(zhǎng)。新中國(guó)成立后，，中國(guó)與非洲的關(guān)系進(jìn)入了一個(gè)全面發(fā)展的新時(shí)期。對(duì)非援助作為中非關(guān)系中一部分，對(duì)中國(guó)與非洲國(guó)家友好合作關(guān)系的發(fā)展起到了重要的推動(dòng)作用。中國(guó)對(duì)非援助“和合觀”的“和”是指中國(guó)與作為受援國(guó)的非洲國(guó)家之間的和睦、和諧、和平共處和共同發(fā)展。“合”是指中國(guó)與受援國(guó)之間的平等、互利互惠的合作關(guān)系�！昂汀笔侵袊�(guó)和受援國(guó)所共同追求的人文精神和價(jià)值理想�！昂稀笔菍�(shí)現(xiàn)“和”的途徑與手段選擇形式。在不同世界時(shí)代主題和國(guó)內(nèi)國(guó)際環(huán)境的背景下，“和”所追求的時(shí)代精神和“合”所體現(xiàn)的援助理念和合作形式又有具體的調(diào)整和變化�？傊袊�(guó)對(duì)非援助的和合觀是中國(guó)關(guān)于通過中國(guó)對(duì)受援國(guó)進(jìn)行援助的形式與受援國(guó)在各個(gè)不同的歷史時(shí)期合作達(dá)到共同發(fā)展的目標(biāo)，實(shí)現(xiàn)和諧共處的指導(dǎo)思想。 隨著全球化的不斷推進(jìn)，中國(guó)傳統(tǒng)和合文化在發(fā)展戰(zhàn)略上將展現(xiàn)出更大的張力，從而進(jìn)一步凸顯出中國(guó)傳統(tǒng)文化在現(xiàn)代交往實(shí)踐中的價(jià)值和魅力。120世紀(jì)90年代以來，中非關(guān)系進(jìn)入快速發(fā)展期，中國(guó)政府進(jìn)一步推進(jìn)對(duì)非援助方式的改革，加強(qiáng)了與非洲國(guó)家的合作，將中非關(guān)系提升到戰(zhàn)略的高度。中國(guó)對(duì)非援助是和合發(fā)展的合作型援助，是充滿生機(jī)與活力的援助。中國(guó)對(duì)非援助對(duì)中非關(guān)系，乃至亞非世界的復(fù)興有著重大的意義。
