【摘要】：本文研究中國和東盟海上非傳統(tǒng)安全合作。這兩者海上非傳統(tǒng)安全合作動力主要來源于非傳統(tǒng)安全威脅嚴(yán)重、東盟經(jīng)濟(jì)發(fā)展需要兩個方面。中國與東盟海上非傳統(tǒng)安全合作始于印度洋的海嘯,在此過程中雙方防災(zāi)減災(zāi)機(jī)制不斷推進(jìn);在海上反恐合作中,現(xiàn)階段中國與東盟雙方就海上反恐問題已形成多種共識;在海上反海盜與武裝劫船合作問題上,雙方已將合作范圍從馬六甲海峽與南中國海領(lǐng)域拓展至亞太地區(qū);與此同時,雙方分為三個層次共同應(yīng)對海上走私販毒問題,并就相關(guān)海上執(zhí)法合作問題展開研討,達(dá)成建立有效機(jī)制的共識。中國與東盟海上非傳統(tǒng)安全合作面臨以下障礙:一是彼此信任不足。二是海上非傳統(tǒng)安全合作機(jī)制不完善。三是海上非傳統(tǒng)安全合作信息溝通渠道不暢。針對以上合作中存在的突出問題,本文將從加強(qiáng)政治互信、建立完備系統(tǒng)的海上非傳統(tǒng)安全合作機(jī)制、建設(shè)海上非傳統(tǒng)安全合作試驗區(qū)及建立與完善信息共享平臺等方面嘗試提出可行性對策,不斷推進(jìn)中國與東盟海上非傳統(tǒng)安全合作。
[Abstract]:This paper studies the non-traditional maritime security cooperation between China and ASEAN. The main motive force of these two unconventional security cooperation comes from the serious threat of non-traditional security, and ASEAN economic development needs two aspects. The cooperation between China and ASEAN in maritime non-traditional security began with the tsunami in the Indian Ocean, in which the mechanism of disaster prevention and mitigation was continuously promoted, and in the process of maritime anti-terrorism cooperation, China and ASEAN had formed a variety of consensus on maritime counter-terrorism issues. On the issue of anti-piracy and armed robbery against ships at sea, the two sides have expanded the scope of cooperation from the Straits of Malacca and the South China Sea to the Asia-Pacific region. At the same time, the two sides are divided into three levels to jointly deal with the problem of smuggling and drug trafficking by sea. And related maritime law enforcement cooperation issues are discussed to reach a consensus on the establishment of an effective mechanism. China and ASEAN maritime non-traditional security cooperation faces the following obstacles: first, lack of mutual trust. Second, the non-traditional maritime security cooperation mechanism is not perfect. Third, the channel of information communication for non-traditional security cooperation at sea is not smooth. In view of the outstanding problems in the above cooperation, this paper will strengthen political mutual trust and establish a complete and systematic mechanism for maritime non-traditional security cooperation. In order to push forward the cooperation between China and ASEAN, we try to put forward some feasible countermeasures in the aspects of constructing the experimental area of non-traditional security cooperation at sea and establishing and perfecting the information sharing platform.
