【摘要】： 上合組織是一個(gè)新型的區(qū)域合作機(jī)制,在冷戰(zhàn)后新的國(guó)際環(huán)境中成長(zhǎng)起來(lái)的具有多邊主義性質(zhì)的區(qū)域性國(guó)際組織。上合組織的初始發(fā)展經(jīng)受住了嚴(yán)峻的歷史考驗(yàn),已經(jīng)取得了機(jī)制架構(gòu)基本成型、合作理念牢牢確立的可喜發(fā)展成就。但是,隨著上合組織的進(jìn)一步發(fā)展,上合組織所面臨的發(fā)展困境逐步顯現(xiàn)出來(lái),已經(jīng)成為制約其長(zhǎng)遠(yuǎn)而具有實(shí)質(zhì)性發(fā)展的重大緊迫問(wèn)題。上合組織發(fā)展戰(zhàn)略定位不明朗,文化觀念、集體身份認(rèn)同淡薄,利益分享協(xié)調(diào)困難,大多協(xié)議、政策的落實(shí)有名無(wú)實(shí),上合組織各成員國(guó)間角色分工存在難以協(xié)調(diào)的矛盾等困境。從外部環(huán)境來(lái)看,上合組織同時(shí)也面臨著機(jī)制擴(kuò)容“守與進(jìn)”的兩難境地、作為一個(gè)區(qū)域性國(guó)際組織本身及其成員國(guó)與美國(guó)、其它中亞區(qū)域組織行為體間存在著的諸多錯(cuò)綜復(fù)雜的外交關(guān)系。 上合組織的未來(lái)之路面臨著諸多發(fā)展困境,如何突破當(dāng)前制約上合組織發(fā)展的內(nèi)、外困境實(shí)現(xiàn)務(wù)實(shí)發(fā)展,成為上合組織當(dāng)前面臨的重大考驗(yàn)。本文結(jié)合地區(qū)公共產(chǎn)品理論,對(duì)上合組織地區(qū)內(nèi)公共產(chǎn)品需求現(xiàn)狀、上合組織對(duì)其地區(qū)內(nèi)公共產(chǎn)品的供給權(quán)能進(jìn)行解讀,分析論證上合組織突破發(fā)展困境的可行性。 上合組織要想在未來(lái)發(fā)展中開(kāi)創(chuàng)出一條新興的務(wù)實(shí)發(fā)展之路,必須以法律和共同價(jià)值觀整合和強(qiáng)化一體化力量,以應(yīng)對(duì)非傳統(tǒng)安全威脅和自身所具有潛質(zhì)性的能源合作創(chuàng)新合作內(nèi)容,打造上合組織框架內(nèi)的品牌性合作成果,對(duì)其他合作領(lǐng)域的拓展和深化起到帶動(dòng)和示范效應(yīng),以此壯大上合組織的發(fā)展勢(shì)頭；發(fā)揮中國(guó)引領(lǐng)前行的角色功能,增強(qiáng)上合組織內(nèi)部治理和國(guó)際行為能力；建立“同心圓”式的對(duì)外關(guān)系層,從機(jī)制上規(guī)范和理順上合組織及其成員國(guó)目前存在著的錯(cuò)綜復(fù)雜的對(duì)外關(guān)系。上合組織的未來(lái)發(fā)展才能突破制約其當(dāng)前發(fā)展的內(nèi)、外困境,開(kāi)創(chuàng)具有里程碑意義的新發(fā)展之路。
[Abstract]:Shanghai Cooperation Organization (SCO) is a new type of regional cooperation mechanism, which grew up in the new international environment after the Cold War. The initial development of the SCO has withstood a severe historical test, and it has achieved gratifying achievements in the basic formation of the institutional framework and the firm establishment of the concept of cooperation. However, with the further development of SCO, the plight of SCO has gradually emerged, which has become an important and urgent problem that restricts its long-term and substantive development. The SCO's development strategy is unclear, the cultural concept, the collective identity is weak, the benefit sharing coordination is difficult, most agreements, the implementation of the policy is nominal. There are difficult contradictions in the division of roles among SCO member states. From the perspective of the external environment, the SCO is also facing the dilemma of expanding its mechanism to "defend and advance". As a regional international organization itself and its member States and the United States, There are many complicated diplomatic relations among the actors of other Central Asian regional organizations. The future road of SCO is faced with many difficulties. How to break through the current constraints on the development of SCO inside and outside the dilemma to achieve pragmatic development has become a major test faced by SCO at present. Based on the theory of regional public goods, this paper analyzes the current situation of the demand for public goods in the Shanghai Cooperation Organization region and the power of supply of the public goods in the Shanghai Cooperation Organization region, and analyzes and demonstrates the feasibility of the Shanghai Cooperation Organization breaking through the predicament of development. If the SCO is to open up a new and pragmatic path of development in the future, it must integrate and strengthen the integration force with laws and common values. In order to deal with non-traditional security threats and potential energy cooperation innovation and cooperation content, build the brand cooperation results within the framework of SCO, and play a driving and demonstration effect on the expansion and deepening of other areas of cooperation, In order to strengthen the development momentum of the SCO, to give play to China's leading role, to enhance the internal governance and international behavioral capacity of the SCO, and to establish a "concentric circle" of foreign relations, Normalize and straighten out the complicated external relations between SCO and its member countries. Only the future development of SCO can break through the internal and external difficulties that restrict its current development, and create a new development road of milestone significance.
