【摘要】：20世紀(jì)末,隨著冷戰(zhàn)的結(jié)束,各國(guó)將注意力逐漸轉(zhuǎn)到了非傳統(tǒng)安全所帶來(lái)的一系列威脅上。全球氣候變化問(wèn)題作為當(dāng)代國(guó)際政治中的一項(xiàng)新議題,日益引起了國(guó)際社會(huì)的廣泛關(guān)注。自工業(yè)革命以來(lái),氣候變化對(duì)人類的生存與發(fā)展的影響越來(lái)越深刻,并使全球經(jīng)濟(jì)與社會(huì)發(fā)展遭受到重大的損失,從而在國(guó)際關(guān)系中引發(fā)了發(fā)展中國(guó)家與發(fā)達(dá)國(guó)家兩大集團(tuán)的矛盾與分歧。 中美兩國(guó)作為國(guó)際社會(huì)中最大的發(fā)展中國(guó)家和最大的發(fā)達(dá)國(guó)家,在氣候變化問(wèn)題上進(jìn)行著激烈的博弈。在克林頓政府時(shí)期、小布什政府時(shí)期、奧巴馬政府時(shí)期三個(gè)階段中,兩國(guó)對(duì)氣候變化問(wèn)題采取了不同的主張和立場(chǎng)。美國(guó)作為能源消費(fèi)大國(guó),溫室氣體排放量居世界前列,在氣候變化問(wèn)題上負(fù)有不可推卸的責(zé)任;而作為負(fù)責(zé)任的發(fā)展中大國(guó),中國(guó)在氣候變化問(wèn)題上行使相應(yīng)權(quán)利的同時(shí),也要承擔(dān)一定的義務(wù)。在關(guān)于氣候變化博弈中,中國(guó)應(yīng)以自己的實(shí)際行動(dòng)影響美國(guó)。特別是進(jìn)入新世紀(jì)以來(lái),中國(guó)政府提出的構(gòu)建和諧世界的理念,對(duì)國(guó)際社會(huì)應(yīng)對(duì)全球氣候變化的挑戰(zhàn)具有很強(qiáng)的現(xiàn)實(shí)意義。由于中美兩國(guó)在全球事務(wù)中的特殊地位和廣泛影響,它們將在構(gòu)建和諧世界的過(guò)程中肩負(fù)特殊使命。 論文的主旨是對(duì)中美圍繞著全球氣候變化問(wèn)題所進(jìn)行的相關(guān)博弈進(jìn)行全面的分析,并在此基礎(chǔ)上努力探尋協(xié)調(diào)中美兩國(guó)在該問(wèn)題上合作的對(duì)策與良方,以使中美兩國(guó)關(guān)系朝著務(wù)實(shí)、理性、互利、雙贏的方向發(fā)展,并對(duì)和諧世界的構(gòu)建起到巨大推動(dòng)作用。
[Abstract]:At the end of the 20th century, with the end of the Cold War, attention shifted to a series of threats to non-traditional security. As a new issue in contemporary international politics, global climate change has attracted more and more attention from the international community. Since the industrial revolution, climate change has had an increasingly profound impact on the survival and development of mankind and has inflicted significant losses on global economic and social development, Thus, the conflicts and differences between the two groups of developing countries and developed countries are aroused in international relations. As the largest developing country and the largest developed country in the international community, China and the United States are engaged in a fierce game on the issue of climate change. In the Clinton administration, the Bush administration and the Obama administration, the two countries adopted different views and positions on the issue of climate change. As a major energy consumer, the United States has the highest greenhouse gas emissions in the world, and it bears the unshirkable responsibility on the issue of climate change. As a responsible developing country, China, as a responsible developing country, exercises its corresponding rights on the issue of climate change at the same time. Also must undertake certain obligation. In the climate change game, China should influence the United States with its own actions. Especially in the new century, the concept of building a harmonious world put forward by the Chinese government has a strong practical significance for the international community to deal with the challenge of global climate change. Because of their special position and broad influence in global affairs, China and the United States will have a special mission in building a harmonious world. The main purpose of this paper is to make a comprehensive analysis of the game between China and the United States on the issue of global climate change, and on this basis, to explore the countermeasures and good solutions for the coordination of the cooperation between China and the United States on this issue. In order to make the relations between China and the United States develop in the direction of pragmatism, rationality, mutual benefit and win-win, and play a huge role in promoting the construction of a harmonious world.
