【摘要】： 援助政策是歐共體/歐盟對(duì)外政策的重要組成部分,也是歐洲一體化發(fā)展進(jìn)程的產(chǎn)物,帶有深刻的歐洲一體化理念的印記。歐洲聯(lián)合的思想,在歐洲已經(jīng)存在了幾個(gè)世紀(jì):從查理曼帝國(guó)到哈布斯堡王朝,從拿破侖到希特勒,無(wú)數(shù)人夢(mèng)想用武力和軍事征服的手段實(shí)現(xiàn)歐洲大陸的統(tǒng)一。從圣西門的“歐洲合眾國(guó)”方案,到邊沁、雨果對(duì)歐洲統(tǒng)一的設(shè)想,無(wú)數(shù)思想家主張歐洲各國(guó)的合作發(fā)展,從而結(jié)束歐洲數(shù)百年來(lái)的戰(zhàn)亂頻仍。二戰(zhàn)后,隨著歐洲一體化自身的發(fā)展變化,以及外部國(guó)際環(huán)境的轉(zhuǎn)變,歐洲一體化理念更是經(jīng)歷了深刻的調(diào)整和變化。這種變化也反映在歐共體/歐盟的對(duì)外援助政策中,并產(chǎn)生決定性的影響,這一點(diǎn)從歐盟不同時(shí)期的對(duì)外援助政策中即可發(fā)現(xiàn)。除此之外,歐洲一體化成員國(guó)的變化、內(nèi)部機(jī)制的深化也都會(huì)對(duì)援助政策產(chǎn)生重要影響。 同時(shí),歐盟對(duì)外援助并不是單方面地受到歐洲一體化的影響,它也在很多方面推動(dòng)了歐洲一體化的擴(kuò)大與深化。最重要的是援助作為歐洲一體化對(duì)外部世界的一個(gè)反應(yīng),是開(kāi)展與發(fā)展中國(guó)家關(guān)系的重要工具,也是在世界范圍內(nèi)推廣其價(jià)值理念和社會(huì)模式的重要途徑,并因此成為歐盟國(guó)際形象的重要組成部分。因此,分析歐洲一體化進(jìn)程中的歐盟對(duì)外援助政策,對(duì)于更好地理解歐洲一體化有重要意義。 本文在借鑒現(xiàn)有研究成果的基礎(chǔ)上,嘗試將“歐盟對(duì)外援助”這一歐盟對(duì)外政策工具與歐洲一體化的內(nèi)在理念和發(fā)展進(jìn)程聯(lián)系起來(lái)。與現(xiàn)有的研究相比,本文不僅將歐盟作為一個(gè)多邊援助方來(lái)分析它的援助政策,還將做下列嘗試:第一,作為歐洲一體化的產(chǎn)物,歐盟對(duì)外援助與歐洲一體化的理念、發(fā)展進(jìn)程等有哪些內(nèi)在聯(lián)系;第二,分析歐盟對(duì)外援助政策作為歐盟重要的對(duì)外政策工具,在歐盟對(duì)外關(guān)系中發(fā)揮了怎樣的獨(dú)特性作用;第三,歐盟對(duì)外援助的發(fā)展體現(xiàn)了哪些歐洲一體化理論;第四,歐盟對(duì)外援助對(duì)歐洲一體化的發(fā)展有哪些影響。 本文通過(guò)對(duì)現(xiàn)有材料的梳理,在相對(duì)有限的研究成果基礎(chǔ)之上,擬通過(guò)歐盟對(duì)外援助這一新的研究視角和路徑來(lái)分析歐洲一體化的理念和發(fā)展進(jìn)程,通過(guò)分析二者之間的關(guān)系來(lái)加強(qiáng)對(duì)歐洲一體化的理解。歐洲一體化理念一直在發(fā)展變化,它在不同歷史階段表現(xiàn)的特征,以及它對(duì)歐盟內(nèi)外政策的影響,是個(gè)有意義且探討不盡的課題。本文因篇幅有限,僅以歐盟對(duì)外援助作為切入點(diǎn),以期對(duì)歐洲一體化有更加深刻的理解。
[Abstract]:Aid policy is an important part of EC / EU foreign policy . It is also the product of European integration development process . It has profound European integration idea .



At the same time , the EU ' s foreign aid is not unilaterally influenced by European integration . It also contributes to the expansion and deepening of European integration in many ways . The most important is the importance of aid as an important tool for the relationship between the developing countries and the international image of the European Union . Therefore , it is important to analyze the EU foreign aid policy in the European integration process , and to better understand the European integration .



On the basis of the existing research results , this paper attempts to link the EU ' s foreign policy tool to the internal concept and development process of European integration . Compared with the existing research , the thesis not only uses the EU as a multilateral aid to analyze its aid policy , but also will do the following attempts : First , as the product of European integration , the European Union ' s foreign aid and European integration concept , development process and so on . Secondly , the EU ' s foreign aid policy is the important foreign policy tool of the European Union , which has played a unique role in the EU ' s external relations ; and thirdly , the European Union ' s external assistance development reflects the European integration theory ; and the fourth , the European Union ' s external assistance has influenced the development of European integration .



Based on the relatively limited research results , this paper attempts to analyze the concept and development process of European integration based on the relatively limited research results . Through the analysis of the relationship between the two countries , the understanding of European integration is strengthened . The European integration concept has been developing , its characteristics in different historical stages and its influence on the internal and external policies of the European Union are of great significance and exploration .
