【摘要】：恐怖主義給當(dāng)代世界人類的生命財(cái)產(chǎn)安全帶來了嚴(yán)重威脅,引起了國際社會的廣泛關(guān)注。然而,恐怖主義的威脅遠(yuǎn)未消除,對恐怖主義的研究還有大量工作要做。本論文除引言和結(jié)語外,共分三部分,著重探討各類恐怖主義的思想根源。 第一部分以數(shù)據(jù)列舉了恐怖主義的危害,著重討論了恐怖主義的概念。迄今為止,國際社會還沒有統(tǒng)一,得到普遍認(rèn)可的恐怖主義的概念。而概念問題又是研究恐怖主義的邏輯起點(diǎn),嚴(yán)重制約著國際社會的反恐合作。故本文第一部分重點(diǎn)論述了恐怖主義的概念,認(rèn)為政治性、破壞性、無辜性和脅迫性是恐怖主義的內(nèi)涵,而在對其外延的界定中,不主張把國家列為恐怖主義犯罪的主體。 第二部分以恐怖主義的典型事件為案例,從涵義、特點(diǎn)及發(fā)展演變等方面分別論述了民族主義、宗教極端主義和納粹主義三種社會思潮,剖析了它們作為極端思想與恐怖主義之間的作用機(jī)理,最后得出結(jié)論:上述三種社會思潮為恐怖分子的違法犯罪活動提供了“合理化”解釋,是當(dāng)代國際恐怖主義產(chǎn)生的重要思想根源。在恐怖分子看來,他們所追求的終極目標(biāo)是至高無上的,是“崇高的”、“神圣的”,正是在這種極端思想下,他們認(rèn)為暴力恐怖手段不僅是可以接受的,而且是必需的“使命與職責(zé)”。 第三部分分析了當(dāng)代國際恐怖主義的新特點(diǎn),針對恐怖主義的思想根源,主張加大民主人權(quán)觀念與現(xiàn)存民族國家政權(quán)認(rèn)同觀念的培養(yǎng)。并抱著經(jīng)世致用的態(tài)度,立足于實(shí)效性、具體性和可操作性,探討了恐怖主義的防治問題。諸如建立快速反應(yīng)機(jī)制,建立反恐特種部隊(duì)和設(shè)備,切斷恐怖分子的資金源流,重視情報工作,加強(qiáng)國際社會的反恐合作,加強(qiáng)立法建設(shè)等。
[Abstract]:Terrorism poses a serious threat to the safety of human life and property in the contemporary world, and has aroused widespread concern of the international community. However, the threat of terrorism is far from being eliminated, and much work remains to be done about it. In addition to the introduction and conclusion, this paper is divided into three parts, focusing on the ideological roots of various types of terrorism. The first part enumerates the harm of terrorism with data, and discusses the concept of terrorism. So far, the international community has not unified, universally accepted concept of terrorism. The concept problem is the logical starting point of studying terrorism, which seriously restricts the international community's anti-terrorism cooperation. Therefore, the first part of this paper focuses on the concept of terrorism, which holds that political, destructive, innocent and coercive are the connotations of terrorism, but in the definition of its extension, it does not advocate that the state be regarded as the subject of terrorist crime. The second part, taking the typical events of terrorism as a case, discusses the three social trends of thought, namely nationalism, religious extremism and Nazism, from the aspects of meaning, characteristics and evolution. In this paper, the mechanism of their action between extreme ideology and terrorism is analyzed, and the conclusion is drawn that the above three social trends provide a "rational" explanation for the illegal and criminal activities of terrorists. It is an important ideological root of contemporary international terrorism. In the view of the terrorists, the ultimate goal they pursue is supreme, "noble", "sacred", and it is in this extreme that they believe that violent terror is not only acceptable, And it is a necessary "mission and duty". The third part analyzes the new characteristics of contemporary international terrorism, aiming at the ideological root of terrorism, advocates to strengthen the cultivation of the concept of democracy and human rights and the existing national state political identity. Based on the practical, concrete and operational attitude, this paper discusses the prevention and cure of terrorism. Such as the establishment of a rapid response mechanism, the establishment of counter-terrorism special forces and equipment, cut off the flow of funds for terrorists, attach importance to intelligence work, strengthen international cooperation against terrorism, strengthen legislative construction, and so on.
