【摘要】：隨著全球化和信息技術(shù)的發(fā)展,外交形式發(fā)生了深刻變化,公共外交日益興起,并且逐漸取代傳統(tǒng)外交成為各國(guó)外交戰(zhàn)略的重要組成部分。作為外交的一種新形態(tài),公共外交對(duì)于一個(gè)國(guó)家的軟實(shí)力,國(guó)家形象,甚至是國(guó)家利益都起到至關(guān)重要的作用。本文通過分析中國(guó)對(duì)美公共外交的實(shí)踐,探討中國(guó)公共外交的特點(diǎn)、條件以及制約因素,從而對(duì)中國(guó)公共外交提出建議。 本文首先闡述了公共外交的概念、公共外交的特征和公共外交的作用。公共外交是一國(guó)政府通過對(duì)外信息傳播和對(duì)外文化交流等方式,對(duì)他國(guó)民眾進(jìn)行說明、說服工作,旨在創(chuàng)造有利于本國(guó)的國(guó)際環(huán)境,進(jìn)而實(shí)現(xiàn)國(guó)家利益的最大化。公共外交能夠提升國(guó)家軟實(shí)力、維護(hù)國(guó)家的良好形象,促進(jìn)國(guó)家利益的實(shí)現(xiàn)。 其次介紹了中國(guó)對(duì)美公共外交的實(shí)踐,主要對(duì)中國(guó)對(duì)美推行公共外交的發(fā)展歷程、現(xiàn)狀和特點(diǎn)進(jìn)行探討。中國(guó)對(duì)美公共外交的實(shí)踐由來已久,對(duì)美公共外交大致可以分為三個(gè)時(shí)期,即新中國(guó)成立前的公共外交、新中國(guó)成立后至中美建交期間的公共外交和中美建交后的公共外交。由于各個(gè)時(shí)期的國(guó)際形勢(shì)不同,中國(guó)對(duì)美公共外交的實(shí)踐也呈現(xiàn)出不同特點(diǎn)。 最后主要分析了中國(guó)對(duì)美推行公共外交的條件、制約因素、取得的成效和存在的問題,并對(duì)中國(guó)進(jìn)一步對(duì)美推行公共外交提出建議。中國(guó)傳統(tǒng)文化和漢語言對(duì)美國(guó)民眾的吸引力不斷增強(qiáng)、中國(guó)國(guó)際影響力不斷加深和中美關(guān)系的日益緊密成為了中國(guó)對(duì)美推行公共外交的條件。同時(shí),文化差異、人權(quán)問題和“中國(guó)威脅論”等問題依然存在,制約著中國(guó)對(duì)美推行公共外交。在此基礎(chǔ)上,提出將公共外交提升到國(guó)家戰(zhàn)略層面、樹立負(fù)責(zé)任的大國(guó)形象、促進(jìn)公共外交主體的多元化,從而推動(dòng)中國(guó)公共外交的發(fā)展。
[Abstract]:With the development of globalization and information technology, diplomatic forms have undergone profound changes, and public diplomacy is rising day by day, and gradually replacing traditional diplomacy has become an important part of the diplomatic strategy of various countries. As a new form of diplomacy, public diplomacy plays a vital role in a country's soft power, national image and even national interests. By analyzing the practice of China's public diplomacy to the United States, this paper probes into the characteristics, conditions and restrictive factors of China's public diplomacy, and puts forward some suggestions for China's public diplomacy. This paper first expounds the concept of public diplomacy, the characteristics of public diplomacy and the role of public diplomacy. Public diplomacy is the work of explaining and persuading the people of other countries by means of information dissemination and cultural exchange. The purpose of public diplomacy is to create an international environment conducive to one's own country and to realize the maximization of national interests. Public diplomacy can promote national soft power, maintain a good image of the country, and promote the realization of national interests. Secondly, it introduces the practice of China's public diplomacy to the United States, mainly discusses the development course, current situation and characteristics of China's public diplomacy to the United States. China's public diplomacy to the United States has a long history. Public diplomacy to the United States can be roughly divided into three periods: public diplomacy before the founding of New China, public diplomacy from the founding of New China to the establishment of diplomatic relations between China and the United States and public diplomacy after the establishment of diplomatic relations between China and the United States. Due to the different international situation in different periods, China's practice of public diplomacy to the United States also presents different characteristics. Finally, the paper analyzes the conditions, restrictive factors, achievements and existing problems of China's public diplomacy to the United States, and puts forward some suggestions for China's further implementation of public diplomacy to the United States. The attraction of Chinese traditional culture and Chinese language to the American people is increasing. The deepening of China's international influence and the increasingly close relationship between China and the United States have become the conditions for China to carry out public diplomacy with the United States. At the same time, cultural differences, human rights issues and the theory of "China threat" still exist, restricting China's public diplomacy to the United States. On this basis, it is proposed to promote public diplomacy to the national strategic level, to establish a responsible image of a big country, to promote the diversification of public diplomacy subjects, and thus to promote the development of China's public diplomacy.
