全球化背景下的中國(guó)地方政府國(guó)際合作

【摘要】:地方政府國(guó)際合作是在全球化深入展開的歷史背景下發(fā)展勃興的。全球化導(dǎo)致了民族國(guó)家權(quán)威不斷向上轉(zhuǎn)移至超國(guó)家權(quán)威、向下轉(zhuǎn)移至次國(guó)家行為體、向外轉(zhuǎn)移至社會(huì)性行為體,這為地方政府國(guó)際合作奠定了重要基礎(chǔ)。全球化還使國(guó)際政治出現(xiàn)了分合交織進(jìn)行的歷史現(xiàn)象,為地方政府國(guó)際合作提供了重要契機(jī)。交通運(yùn)輸技術(shù)、信息技術(shù)的革命性進(jìn)步,國(guó)際體系結(jié)構(gòu)和全球安全結(jié)構(gòu)的深刻調(diào)整,權(quán)力不斷下放的歷史趨勢(shì),以及跨國(guó)公司利益實(shí)現(xiàn)方式的地方化為地方政府國(guó)際合作提供了重要?jiǎng)恿?lái)源。在中國(guó)地方政府國(guó)際合作已成為一個(gè)較為普遍的國(guó)際現(xiàn)象的情況下,如何認(rèn)識(shí)這一現(xiàn)象產(chǎn)生的歷史背景和動(dòng)力?中國(guó)地方政府國(guó)際合作行為與中央外交之間是一種什么樣的關(guān)系,對(duì)國(guó)家外交運(yùn)行會(huì)產(chǎn)生何種影響?地方政府國(guó)際化程度不斷提高的趨勢(shì)對(duì)中央和地方政府之間的關(guān)系會(huì)帶來(lái)哪些深刻影響?隨著中國(guó)地方政府逐漸成為國(guó)際關(guān)系中的一個(gè)重要行為體,如何看待它對(duì)國(guó)際體系的影響,尤其是它在國(guó)際體系中與中央政府之間的互動(dòng)是如何進(jìn)行的?本文梳理分析地方政府國(guó)際合作的具體實(shí)踐,深入分析我國(guó)地方政府國(guó)際合作的背景、動(dòng)力和渠道,試圖對(duì)上述問(wèn)題進(jìn)行回答。 當(dāng)代西方既有的研究理論,即兩枝世界政治理論、新中世紀(jì)主義理論、平行外交論、多層外交論、地區(qū)國(guó)家論等理論都從不同側(cè)面對(duì)該行為進(jìn)行了研究和思考,尤其是闡述了地方政府國(guó)際行為對(duì)一國(guó)外交的深刻影響以及地方政府進(jìn)入國(guó)際舞臺(tái)后國(guó)際體系特征呈現(xiàn)出的新變化,為我們研究地方政府國(guó)際合作這一重要的政治歷史現(xiàn)象提供了基礎(chǔ)和視角。國(guó)內(nèi)既有的研究分別從治理理論、城市外交、地方國(guó)際化等不同視角對(duì)地方政府國(guó)際合作進(jìn)行了探討。在此基礎(chǔ)上,本文從一個(gè)綜合分析的視角對(duì)上述問(wèn)題進(jìn)行了剖析。由于地方政府國(guó)際合作具有明顯的非主權(quán)性和從屬性、限定性特征,對(duì)上述問(wèn)題的基本判斷和主要分析框架應(yīng)該是:當(dāng)前的國(guó)際體系已經(jīng)成為以民族國(guó)家為中心、中央和各級(jí)地方在國(guó)際關(guān)系中互動(dòng)的多層互動(dòng)模式,這也是當(dāng)前從國(guó)際關(guān)系行為體視角解析所得出的國(guó)際體系新特征。與此同時(shí),研究我國(guó)地方政府國(guó)際合作需要以此為基本分析框架,同時(shí)設(shè)定地方政府國(guó)際合作對(duì)國(guó)家外交、央地關(guān)系、國(guó)際體系的深刻影響這幾個(gè)方面作為主要研究議程。 基于此,本文的基本假設(shè)是:盡管地方政府國(guó)際合作已經(jīng)成為中國(guó)的重要政治歷史現(xiàn)象,但該行為主要局限在經(jīng)濟(jì)社會(huì)發(fā)展等“低級(jí)政治領(lǐng)域”,具有明顯的非主權(quán)性特征;地方政府國(guó)際合作有力促進(jìn)了地方經(jīng)濟(jì)社會(huì)發(fā)展,從而有利于國(guó)家總體實(shí)力的提升;地方政府國(guó)際合作對(duì)中國(guó)外交起到了重要的配合、補(bǔ)充、服務(wù)作用,也使中國(guó)外交呈現(xiàn)了多維度地變化;與此同時(shí),地方政府國(guó)際合作對(duì)中國(guó)央地關(guān)系模式和中央宏觀治理能力帶來(lái)了挑戰(zhàn);地方政府國(guó)際合作的發(fā)展需要中央和地方在國(guó)際體系中的良性互動(dòng)。 運(yùn)用新的分析框架,從國(guó)際-國(guó)內(nèi)相互結(jié)合的理論視角,本文首先對(duì)中國(guó)地方政府國(guó)際合作進(jìn)行了一個(gè)區(qū)域總體分析。中國(guó)的地方政府國(guó)際合作是在中國(guó)全面參與國(guó)際體系的歷史背景下展開的。冷戰(zhàn)以來(lái),國(guó)際體系結(jié)構(gòu)的深刻調(diào)整變化,以及中國(guó)對(duì)全球安全結(jié)構(gòu)的判斷和預(yù)期為中國(guó)地方政府國(guó)際合作提供了重要基礎(chǔ),它既是中國(guó)全面參與國(guó)際體系的動(dòng)因,也是地方政府國(guó)際合作發(fā)展勃興的契機(jī)。20世紀(jì)70年代末期以來(lái),以央地分權(quán)和權(quán)力下放為核心的改革為地方政府參與國(guó)際事務(wù)、進(jìn)行國(guó)際合作提供了法律、政策層面的保障,尤其是央地經(jīng)濟(jì)權(quán)限的調(diào)整和財(cái)政權(quán)限的劃分是地方政府尋找和利用國(guó)際資源的重要?jiǎng)恿Γ灰匝睾?沿江-沿邊-內(nèi)陸為演進(jìn)次序的梯度開放戰(zhàn)略則直接促進(jìn)了地方政府國(guó)際合作行為的勃興壯大。從對(duì)東南沿海、東北、西北、西南的區(qū)域性分析,以及對(duì)廣東省的國(guó)際合作、圖們江國(guó)際合作開發(fā)機(jī)制、中國(guó)-亞歐博覽會(huì)、大湄公河次區(qū)域國(guó)際合作機(jī)制這幾個(gè)較為典型的地方政府國(guó)際合作模式的具體分析可以得到 -個(gè)初步的分析結(jié)論,即中國(guó)地方政府國(guó)際合作是中央政府主導(dǎo)下的國(guó)家總體發(fā)展戰(zhàn)略中的重要組成部分,地方政府國(guó)際合作的議題領(lǐng)域主要局限在經(jīng)濟(jì)社會(huì)領(lǐng)域,基本不涉及主權(quán)范圍內(nèi)事項(xiàng),因而具有明顯的非主權(quán)性;地方政府國(guó)際合作促進(jìn)了地方經(jīng)濟(jì)實(shí)力的提升,也對(duì)中央外交起到了重要的配合、服務(wù)和補(bǔ)充作用,使中國(guó)外交呈現(xiàn)出網(wǎng)絡(luò)化和多維化的特征;但地方政府國(guó)際合作與中央外交行為之間還存在直接目標(biāo)的不一致性和基本性質(zhì)之間的矛盾,所以急需央地之間在國(guó)際事務(wù)中進(jìn)行良性互動(dòng),共同維護(hù)和拓展國(guó)家利益。 在上述總體分析的基礎(chǔ)上,本文選取地方政府國(guó)際合作制度化、規(guī)范化程度較高的“友好省州領(lǐng)導(dǎo)人峰會(huì)”作為一個(gè)典型案例對(duì)中國(guó)地方政府國(guó)際合作的背景、機(jī)制與影響做了一個(gè)案例分析。該機(jī)制的創(chuàng)建與發(fā)展和山東省(亞洲地區(qū)唯一一個(gè)參與該機(jī)制的地方政府)的地方國(guó)際合作的發(fā)達(dá)程度密切相關(guān),是在全方位展開的山東省國(guó)際合作的基礎(chǔ)上誕生的,山東省建立的大量國(guó)際友好城市以及外向型發(fā)展戰(zhàn)略也成為該機(jī)制發(fā)展壯大的重要?jiǎng)恿。從?duì)該機(jī)制的創(chuàng)建基礎(chǔ)、提出和建立、發(fā)展以及山東省的政策立場(chǎng)、合作的議題領(lǐng)域及基本性質(zhì)等方面的具體分析看,該機(jī)制的成員既有聯(lián)邦制國(guó)家地方政府,也有單一制國(guó)家地方政府,既有發(fā)達(dá)國(guó)家地方政府,也有發(fā)展中國(guó)家地方政府,但其合作交流的主題與時(shí)代背景及基于時(shí)代背景所提出的共同關(guān)心的問(wèn)題密切相關(guān),其國(guó)際合作的主要議題領(lǐng)域也局限于經(jīng)濟(jì)合作、文化交流、環(huán)境保護(hù)、科技創(chuàng)新、社會(huì)管理等“低級(jí)政治領(lǐng)域”,具有明顯的非主權(quán)性特征;山東省利用該合作平臺(tái)吸納了大量的國(guó)際資源,提升了自身實(shí)力和國(guó)際影響力,也利用該平臺(tái)配合了國(guó)家外交,維護(hù)了國(guó)家利益;該機(jī)制的具體運(yùn)作情況也證實(shí)地方政府在有關(guān)國(guó)際問(wèn)題的處理上發(fā)揮了重要作用,已經(jīng)成為國(guó)際體系中的一個(gè)重要力量。 最后,在以上分析的基礎(chǔ)上,本文對(duì)中國(guó)地方政府國(guó)際合作進(jìn)行了理論總結(jié)與反思,得出了本文的基本結(jié)論,即地方政府國(guó)際合作已經(jīng)深刻影響了中國(guó)外交決策,對(duì)中國(guó)外交特別是中國(guó)周邊外交起到了積極的推動(dòng)作用,也促進(jìn)了中國(guó)多維外交格局的形成,甚至正在更新人們的外交理念;地方政府國(guó)際合作還在較深層次上影響著央地關(guān)系結(jié)構(gòu)模式,地方政府從國(guó)際合作中獲取的國(guó)際利益以及構(gòu)建的穩(wěn)定獲取國(guó)際利益的渠道,尤其是在地方事權(quán)過(guò)多但財(cái)權(quán)有限的背景下,地方政府具有較強(qiáng)的進(jìn)一步拓展國(guó)際利益的沖動(dòng),這就可能對(duì)地方政府間關(guān)系以及中央宏觀治理能力帶來(lái)挑戰(zhàn)。當(dāng)然,中國(guó)地方政府國(guó)際合作是一個(gè)較為復(fù)雜的政治歷史現(xiàn)象,需要進(jìn)一步思考如何從體制、機(jī)制、法律等層面進(jìn)一步發(fā)揮其積極作用,尤其是如何構(gòu)建更加合理的外交工作結(jié)構(gòu),構(gòu)建更加科學(xué)的央地關(guān)系結(jié)構(gòu),及如何加強(qiáng)央地在國(guó)際事務(wù)中的互動(dòng),以將地方政府國(guó)際合作的消極影響控制在最小的范圍之內(nèi)。
[Abstract]:The international cooperation of local government has become an important actor in international cooperation . How to deal with the historical background and motive force of international cooperation of local government . How to think about the influence of international cooperation between local government and central government ? This paper analyzes the background , motivation and channel of local government international cooperation , and tries to answer the above questions .
At the same time , the international cooperation of local government has become a multi - layer interactive mode , which is based on the theory of governance , city diplomacy and local internationalization .
Based on this , the basic assumption is that , although international cooperation of local government has become an important political history phenomenon in China , this behavior is mainly confined to " low - level political field " such as economic and social development , and has obvious non - sovereignty character ;
Local government ' s international cooperation has promoted local economic and social development , thus contributing to the improvement of the overall strength of the country ;
Local government ' s international cooperation has played an important role in China ' s diplomacy , supplemented and served , and also made China ' s diplomacy more and more varied .
At the same time , local government international cooperation poses a challenge to China ' s central relationship model and central macro - governance capacity ;
The development of international cooperation between local governments requires a benign interaction between the central and local levels in the international system .
With the new analytical framework , from the theory perspective of international and domestic integration , this paper first analyzes the international cooperation of local government in China . The international cooperation of local government in China has been carried out in the historical background of China ' s comprehensive participation in international system . Since the end of the cold war , the reform of the central government and decentralization has provided important foundation for the international cooperation of local government .
Taking the coastal - coastal - coastal - inland as the evolutionary sequence of the gradient open strategy directly promotes the vitality of the local government ' s international cooperation behavior . From the regional analysis of the southeast coast , northeast , northwest and southwest , and the international cooperation in Guangdong Province , Tumen River International Cooperation and Development Mechanism , China - Asia - Europe Expo , and Greater Mekong Subregion International Cooperation Mechanism , the concrete analysis of the international cooperation modes of local governments can be obtained .
- a preliminary analysis conclusion that international cooperation between local governments in China is an important part of the overall development strategy of the country under the leadership of the central government , and the topic areas of international cooperation of local governments are mainly confined to the economic and social fields , basically do not deal with matters within the sovereignty scope , and thus have obvious non - sovereignty ;
Local government ' s international cooperation has promoted the improvement of local economic strength and played an important role in the central diplomacy , serving and supplementing the Chinese diplomacy , so that China ' s diplomacy is characterized by network and multi - dimensional .
However , there is a contradiction between the inconsistency and the basic nature of the direct objective between the international cooperation of local government and the central diplomatic act , so it is urgent to carry out the benign interaction between the central government and the central government in international affairs , and jointly safeguard and expand the national interest .
On the basis of the above - mentioned general analysis , this paper analyzes the background , mechanism and influence of the international cooperation between local governments and local governments in Shandong Province . The establishment and development of the mechanism is closely related to the development of local international cooperation in Shandong province ( the only local government involved in the mechanism ) .
Shandong Province , using the cooperation platform , has absorbed a large number of international resources , has promoted its own strength and international influence , and has also used the platform to cooperate with the state diplomacy and safeguard the national interests ;
The specific functioning of the mechanism also confirms that local governments have played an important role in dealing with international issues and have become an important force in the international system .
Finally , on the basis of the above analysis , this paper summarizes and reflects the international cooperation of local government in China , and draws the basic conclusion that the international cooperation of local government has profoundly affected China ' s diplomatic decision - making , has played a positive role in China ' s diplomacy , especially China ' s periphery diplomacy , and has promoted the formation of multi - dimensional diplomatic pattern in China , and even newer people ' s diplomatic ideas .
The international cooperation of local government also has a profound influence on the pattern of central relationship structure , the international interests acquired by local government from international cooperation and the channel of stable acquisition of international interests , especially in the context of excessive local power but limited financial rights .
