公司外交:對(duì)跨國(guó)公司外交職能的一項(xiàng)研究

【摘要】:在全球化時(shí)代,跨國(guó)公司面對(duì)全球化經(jīng)營(yíng)中的風(fēng)險(xiǎn)和挑戰(zhàn),必須依靠公司外交去預(yù)測(cè)、評(píng)估、規(guī)避各種風(fēng)險(xiǎn)。公司外交成為跨國(guó)公司必不可少的新職能,是公司為了維護(hù)國(guó)家利益和國(guó)家形象、增強(qiáng)公司合法性,在遵守各國(guó)法律、制度和文化規(guī)則的基礎(chǔ)上,同各國(guó)政府、公司、非政府組織、非營(yíng)利組織、公眾和個(gè)人之間開展的制度性跨國(guó)溝通和交流活動(dòng)。就其形態(tài)而言,公司外交形成了游說外交、商務(wù)外交、社會(huì)外交三種主要運(yùn)作機(jī)制。國(guó)內(nèi)外學(xué)者對(duì)公司外交的內(nèi)涵及特征進(jìn)行了深入研究,取得了不少成果。中國(guó)公司和中國(guó)政府雖然也認(rèn)識(shí)到了公司外交的重要性,但在實(shí)踐中還存在一些問題。在今后較長(zhǎng)一段時(shí)期內(nèi),中國(guó)外交需要平衡公司目標(biāo)與外交目標(biāo),確立公司與政府"合作共贏"的外交理念;統(tǒng)籌好公司資源與外交資源,確立公司與政府"相互為用"的外交戰(zhàn)略;協(xié)調(diào)好公司機(jī)制與外交機(jī)制,確立公司與外交"統(tǒng)籌協(xié)調(diào)"的外交機(jī)制。
[Abstract]:In the era of globalization, multinational corporations must rely on corporate diplomacy to predict, evaluate and avoid various risks in the face of risks and challenges in global operations. Corporate diplomacy has become an indispensable new function of transnational corporations, which, in order to preserve national interests and national image and enhance the legitimacy of the company, and on the basis of compliance with the laws, institutions and cultural rules of each country, with governments, companies, Institutional transnational communication and communication activities between NGOs, NPOs, the public and individuals. In terms of its form, corporate diplomacy has three main operating mechanisms: lobbying diplomacy, commercial diplomacy and social diplomacy. Scholars at home and abroad have made a deep study of the connotation and characteristics of corporate diplomacy and achieved many achievements. Although Chinese companies and Chinese government recognize the importance of corporate diplomacy, there are still some problems in practice. For a long time to come, China's diplomacy needs to balance the objectives of the company with the diplomatic objectives, establish the diplomatic concept of "win-win cooperation" between the company and the government, and coordinate the corporate and diplomatic resources. To establish the diplomatic strategy of "mutual use" between the company and the government, to coordinate the company mechanism with the diplomatic mechanism, and to establish the diplomatic mechanism of "overall coordination" between the company and the diplomacy.
