公司外交:對跨國公司外交職能的一項研究

【摘要】:在全球化時代,跨國公司面對全球化經營中的風險和挑戰(zhàn),必須依靠公司外交去預測、評估、規(guī)避各種風險。公司外交成為跨國公司必不可少的新職能,是公司為了維護國家利益和國家形象、增強公司合法性,在遵守各國法律、制度和文化規(guī)則的基礎上,同各國政府、公司、非政府組織、非營利組織、公眾和個人之間開展的制度性跨國溝通和交流活動。就其形態(tài)而言,公司外交形成了游說外交、商務外交、社會外交三種主要運作機制。國內外學者對公司外交的內涵及特征進行了深入研究,取得了不少成果。中國公司和中國政府雖然也認識到了公司外交的重要性,但在實踐中還存在一些問題。在今后較長一段時期內,中國外交需要平衡公司目標與外交目標,確立公司與政府"合作共贏"的外交理念;統(tǒng)籌好公司資源與外交資源,確立公司與政府"相互為用"的外交戰(zhàn)略;協(xié)調好公司機制與外交機制,確立公司與外交"統(tǒng)籌協(xié)調"的外交機制。
[Abstract]:In the era of globalization, multinational corporations must rely on corporate diplomacy to predict, evaluate and avoid various risks in the face of risks and challenges in global operations. Corporate diplomacy has become an indispensable new function of transnational corporations, which, in order to preserve national interests and national image and enhance the legitimacy of the company, and on the basis of compliance with the laws, institutions and cultural rules of each country, with governments, companies, Institutional transnational communication and communication activities between NGOs, NPOs, the public and individuals. In terms of its form, corporate diplomacy has three main operating mechanisms: lobbying diplomacy, commercial diplomacy and social diplomacy. Scholars at home and abroad have made a deep study of the connotation and characteristics of corporate diplomacy and achieved many achievements. Although Chinese companies and Chinese government recognize the importance of corporate diplomacy, there are still some problems in practice. For a long time to come, China's diplomacy needs to balance the objectives of the company with the diplomatic objectives, establish the diplomatic concept of "win-win cooperation" between the company and the government, and coordinate the corporate and diplomatic resources. To establish the diplomatic strategy of "mutual use" between the company and the government, to coordinate the company mechanism with the diplomatic mechanism, and to establish the diplomatic mechanism of "overall coordination" between the company and the diplomacy.
