【摘要】：近些年來,俄羅斯不斷加快對其遠東西伯利亞地區(qū)的開發(fā),2012年普京重新入主克里姆林宮以來,旨在將戰(zhàn)略重點從歐洲轉(zhuǎn)向亞洲,把對遠東西伯利亞的開發(fā)提到了新的高度。遠東西伯利亞地區(qū)是俄羅斯面向亞太的重要窗口,是其參與亞太經(jīng)濟的主要依托。中俄兩國的政治關(guān)系歷來深厚,目前開展大規(guī)模經(jīng)濟合作的時機和條件也已經(jīng)成熟。由于中國東北地區(qū)毗鄰俄羅斯的遠東西伯利亞地區(qū),兩地區(qū)彼此間的經(jīng)濟參與在中俄兩國的經(jīng)濟關(guān)系中占有重要地位。因此,研究俄羅斯對其遠東西伯利亞地區(qū)的開發(fā),對于認識俄羅斯的國家戰(zhàn)略演變,以及中國在此形勢下如何因勢利導(dǎo)、趨利避害都有著重要意義。 文章從戰(zhàn)略的角度出發(fā)把握俄羅斯的遠東西伯利亞開發(fā),描述了俄羅斯亞太戰(zhàn)略的形成和完善。俄羅斯對亞太地區(qū)的戰(zhàn)略考量由最初的外交平衡,演變?yōu)楝F(xiàn)在以遠東西伯利亞地區(qū)的經(jīng)濟發(fā)展乃至整個國家的經(jīng)濟復(fù)興為出發(fā)點。結(jié)合俄羅斯幾百年來對遠東西伯利亞地區(qū)開發(fā)歷程的演變,文章提出了遠東西伯利亞地區(qū)戰(zhàn)略地位的發(fā)展變化,認為遠東西伯利亞地區(qū)的經(jīng)濟發(fā)展已經(jīng)成為俄羅斯亞太戰(zhàn)略的重要戰(zhàn)略目標。俄羅斯希望以該地區(qū)的騰飛帶動整體國民經(jīng)濟的快速發(fā)展,同時將遠東西伯利亞打造成為充滿活力的歐亞大陸橋,為俄羅斯的整體外交戰(zhàn)略服務(wù)。文章對俄羅斯開發(fā)遠東西伯利亞的動因、戰(zhàn)略部署、主要開發(fā)措施、開發(fā)取得的初步成果以及開發(fā)中存在的各層面的問題和困難進行了具體闡述。以此為基礎(chǔ),文章結(jié)合中俄兩國關(guān)系以及雙方在遠東西伯利亞地區(qū)的合作,針對俄羅斯開發(fā)遠東西伯利亞將對中俄關(guān)系帶來的有利和不利影響分別進行論述,并為中國應(yīng)采取的對策提出了幾點建議和看法。
[Abstract]:In recent years, Russia has been speeding up the development of its far East Siberian region, and since Putin returned to the Kremlin in 2012, he has aimed to shift the strategic focus from Europe to Asia, bringing the development of far East Siberia to a new height. Far East Siberia is an important window for Russia to face the Asia-Pacific region and the main support for its participation in Asia-Pacific economy. The political relations between China and Russia have always been deep, and the time and conditions for large-scale economic cooperation are ripe. Because Northeast China is adjacent to the far East Siberian region of Russia, the economic participation between the two regions plays an important role in the economic relations between China and Russia. Therefore, it is of great significance to study Russia's development in the far East and Siberia region in order to understand the evolution of Russia's national strategy and how China can guide the situation and avoid its disadvantages. From the strategic point of view, this paper grasps the development of Russia's far East and Siberia, and describes the formation and perfection of Russia's Asia-Pacific strategy. Russia's strategic consideration of the Asia-Pacific region has evolved from the initial diplomatic balance to that of the economic development of the far East Siberian region and even the economic revival of the whole country. Combined with the evolution of the development of the far East Siberian region over the past several hundred years, the paper puts forward the development and changes of the strategic position of the far East Siberian region. It is believed that the economic development of far East Siberia has become an important strategic goal of Russia's Asia-Pacific strategy. Russia hopes to promote the rapid development of the whole national economy with the rapid development of the region, and build far East Siberia into a dynamic Eurasian continental bridge to serve Russia's overall diplomatic strategy. In this paper, the motivation, strategic deployment, main development measures, preliminary achievements and problems and difficulties in the development of far East Siberia in Russia are expounded in detail. On this basis, the article discusses separately the beneficial and negative effects that Russia's development of far East Siberia will bring to Sino-Russian relations, in combination with Sino-Russian relations and their cooperation in the far East and Siberia region. Some suggestions and opinions are put forward for the countermeasures that China should take.
