民主化進程中印尼外交決策機制的特點研究(1998-2014)

【摘要】:1997年,亞洲金融危機激化了印尼國內長久以來由于腐敗等問題滋生的國內矛盾,長達三十多年的蘇哈托獨裁統(tǒng)治被推翻,印尼迎來了民主改革的春天。 從哈比比執(zhí)政時期到蘇西洛執(zhí)政時期,印尼逐步實施了一系列的改革措施:1945年憲法的修訂使印尼三權的分立與制衡更加完善,公民擁有了更為廣泛的政治權利;黨禁被解除了,各類政黨如雨后春筍般涌現(xiàn)出來;軍隊被取消“雙重職能”,走上了職業(yè)化的道路。民主改革對印尼的外交決策機制產生了很大的影響,一方面,在印尼外交決策機制的動態(tài)運行中,決策制定的流程更加民主和科學,影響決策的因素多元化;另一方面,在印尼外交決策機制的靜態(tài)結果上,決策的內容體現(xiàn)著民主的價值觀,政策的推行彰顯著伊斯蘭的特性。 民主改革后的印尼外交決策機制有著其自身的特點,總統(tǒng)發(fā)揮創(chuàng)造性思維開展創(chuàng)新外交,國會成為其外交決策的主要制約力量,加之政治伊斯蘭的勢力不斷加強,軍人背景的政治人物通過民主選舉的方式積極參與政治等種種因素都對政府的外交決策有著很大的影響力。但與此同時,印尼的外交決策機制還存在著一系列的問題,只有不斷完善民主制度,在對外政策的實施過程中兼顧地體現(xiàn)伊斯蘭和民主的價值觀,印尼才能提高國際影響力,,充當好伊斯蘭與民主之間的橋梁。
[Abstract]:In 1997, the Asian financial crisis intensified the domestic contradictions caused by corruption and other problems in Indonesia for a long time, and the dictatorship of Suharto for more than 30 years was overthrown, and Indonesia ushered in the spring of democratic reform. From the period of Habibi to Susilo, Indonesia gradually implemented a series of reform measures: the amendment of the constitution in 1945 made the separation and checks and balances of the three powers in Indonesia more perfect, and the citizens had more extensive political rights; The party ban was lifted, various political parties sprang up, and the army was removed from its dual functions and embarked on the road of professionalization. The democratic reform has had a great impact on Indonesia's diplomatic decision-making mechanism. On the one hand, in the dynamic operation of Indonesia's diplomatic decision-making mechanism, the decision-making process is more democratic and scientific, and the factors affecting decision-making are diversified; on the other hand, In the static outcome of Indonesian diplomatic decision-making mechanism, the content of decision-making embodies the values of democracy, and the implementation of policy highlights the characteristics of Islam. After the democratic reform, Indonesia's diplomatic decision-making mechanism has its own characteristics. The President has developed creative thinking to carry out innovative diplomacy, the National Assembly has become the main constraint on its diplomatic decision-making, and the forces of political Islam have been constantly strengthened. The political figures of military background actively participate in politics by means of democratic election, all of which have great influence on the government's diplomatic decisions. However, at the same time, there are still a series of problems in Indonesia's diplomatic decision-making mechanism. Only by constantly perfecting the democratic system and embodying both Islamic and democratic values in the implementation of foreign policy, can Indonesia enhance its international influence. Serve as a bridge between Islam and democracy.
