【摘要】：首腦外交是由國家元首或政府首腦直接或間接出面參與和處理對外事務的外交方式。中國對主要國家和地區(qū)的首腦外交一直比較活躍。近年來,習近平主席積極倡導和實踐對非首腦外交,實現(xiàn)了中非關系由新型戰(zhàn)略伙伴關系到全面戰(zhàn)略合作伙伴關系的歷史性飛躍。與歷史上相比,新時期中國對非首腦外交在許多方面都實現(xiàn)了創(chuàng)新,如賦予大出訪方式以新的時代意義;在"主權平等"和"不干涉內(nèi)政"基礎上提出"真、實、親、誠"的交往原則,全面發(fā)展同所有非洲友好國家的關系;既不斷擴展合作內(nèi)容,又將首腦會晤制度化。中國對非首腦外交的大發(fā)展在中非之間增進了友誼、深化了互利合作,并且對其他雙邊首腦外交和雙邊關系具有重要的示范作用。
[Abstract]:Summit diplomacy is a kind of diplomacy in which the head of state or government directly or indirectly participates in and deals with foreign affairs. China's summit diplomacy with major countries and regions has been active. In recent years, Chairman of Xi Jinping actively advocated and practiced diplomacy with African leaders, realizing the historic leap from a new type of strategic partnership to a comprehensive strategic partnership between China and Africa. Compared with history, China's diplomacy to African leaders in the new period has made innovations in many aspects, such as giving new significance to the mode of major foreign visits, and proposing "true, and friendly" on the basis of "sovereign equality" and "non-interference in internal affairs." "sincere" principle of exchanges and comprehensive development of relations with all friendly African countries; not only expanding the content of cooperation, but also institutionalizing the summit. The great development of China's diplomacy to Africa has enhanced friendship and deepened mutually beneficial cooperation between China and Africa, and has played an important role in demonstrating other bilateral leaders' diplomacy and bilateral relations.
