【摘要】： 外交政策是國家依據(jù)其對外戰(zhàn)略、國家利益和特定環(huán)境,確定、規(guī)范為促進其國家利益、實現(xiàn)國家對外目標(biāo)而從事對外活動的原則和方針。我國奉行獨立自主的和平外交政策,旨在維護世界和平,促進共同發(fā)展。改革開放以來,這一政策的豐富發(fā)展和在實踐中的貫徹,豐富了馬克思主義的理論,不斷開創(chuàng)我國外交工作的新局面,為我國的社會主義現(xiàn)代化建設(shè)事業(yè)提供了一個和平的國際環(huán)境�？傊�,研究外交政策的實踐演變與基本經(jīng)驗,不僅具有較高的理論價值,而且也具有極其重要的學(xué)術(shù)價值和實踐意義。 本文對新時期我國外交政策的歷史軌跡進行了考察,分析了其特點,總結(jié)闡述了新時期外交政策的基本經(jīng)驗,其基本構(gòu)架由前言和5個部分組成。 前言,論述了研究新時期外交政策的重大意義;綜述了學(xué)術(shù)界對新時期外交政策研究的現(xiàn)狀;概述了主體的基本框架和主要觀點;說明了本文的研究方法和主要創(chuàng)新點。 論文分五部分作了分析。論文第一部分重點分析了新時期以鄧小平為核心的黨的第二代中央領(lǐng)導(dǎo)集體與我國的外交政策的重大調(diào)整。論文第二部分分析了新時期以江澤民為核心黨的第三代領(lǐng)導(dǎo)集體與我國外交政策的制定和實施。論文第三部分分析了以胡錦濤為核心的新一屆黨中央與我國的外交政策的制定與實施。論文第四部分主要是總結(jié)了新時期中國外交政策的特點:(一)正確的世界觀和時代觀;(二)全方位的多邊外交;(三)獨立自主的不結(jié)盟外交政策;(四)務(wù)實的外交風(fēng)格;(五)外交工作的中心圍繞經(jīng)濟發(fā)展展開;(六)同發(fā)展中國家心心相印,堅持國際正義原則;(七)和平發(fā)展的道路。論文第五部分總結(jié)了中國外交政策的基本經(jīng)驗和啟示。中國外交政策的基本經(jīng)驗是:始終堅持獨立自主的和平外交政策;要把意識形態(tài)與國家利益統(tǒng)一起來;要時刻分析國際環(huán)境的變化;統(tǒng)籌兼顧內(nèi)政外交協(xié)調(diào)發(fā)展。中國外交政策的啟示是: 1.中國的外交要始終堅持“實事求是,解放思想”的基本精神;2.中國外交要正確處理繼承與發(fā)展的辯證關(guān)系;3.我國的外交政策也是一種綜合國力。
[Abstract]:Foreign policy is the principle and policy for the country to engage in foreign activities in order to promote its national interests and realize its external goals according to its foreign strategy, national interests and specific environment. China pursues an independent foreign policy of peace aimed at safeguarding world peace and promoting common development. Since the reform and opening up, the rich development of this policy and its implementation in practice have enriched the Marxist theory and continuously opened up a new situation in China's diplomatic work. It provides a peaceful international environment for China's socialist modernization drive. In a word, the research on the evolution and basic experience of foreign policy not only has high theoretical value, but also has extremely important academic value and practical significance. This paper investigates the historical track of China's foreign policy in the new period, analyzes its characteristics, summarizes and expounds the basic experience of foreign policy in the new period, and its basic framework consists of the preface and five parts. The foreword discusses the great significance of studying foreign policy in the new period, summarizes the present situation of foreign policy research in academic circles, outlines the basic framework and main viewpoints of the subject, and explains the research methods and main innovation points of this paper. The paper is divided into five parts. The first part focuses on the analysis of the second generation of CPC Central leadership with Deng Xiaoping as the core in the new period and the major adjustment of China's foreign policy. The second part analyzes the third generation leading group with Jiang Zemin as the core in the new period and the formulation and implementation of China's foreign policy. The third part analyzes the new CPC Central Committee with Hu Jintao as the core and the formulation and implementation of China's foreign policy. The fourth part of the thesis summarizes the characteristics of China's foreign policy in the new era: (1) correct world outlook and time view; (2) omnidirectional multilateral diplomacy; (3) independent non-aligned foreign policy; (4) pragmatic foreign policy. (5) the center of diplomatic work revolves around economic development. (6) the center of diplomatic work is closely related to developing countries. Adhering to the principles of International Justice [7] the road of peaceful development. The fifth part summarizes the basic experience and enlightenment of China's foreign policy. The basic experience of China's foreign policy is to always adhere to an independent foreign policy of peace; to unify ideology with national interests; to constantly analyze changes in the international environment; and to take into account the coordinated development of internal affairs and diplomacy. The enlightenment of China's foreign policy is: 1. China's diplomacy should always adhere to the basic spirit of seeking truth from facts and emancipating the mind. China's diplomacy should correctly handle the dialectical relationship between inheritance and development. Our foreign policy is also a comprehensive national strength.
