【摘要】：大國(guó)之間的戰(zhàn)略互信,對(duì)于維護(hù)世界和平和促進(jìn)人類發(fā)展,對(duì)于維護(hù)國(guó)際秩序穩(wěn)定和推進(jìn)國(guó)際體系轉(zhuǎn)型,均至關(guān)重要。新全球化已對(duì)大國(guó)關(guān)系產(chǎn)生了多方面的深刻影響,因此,大國(guó)之間戰(zhàn)略互信的生成與維護(hù)需要形成新思路,采取新方法。通過對(duì)中俄戰(zhàn)略協(xié)作伙伴關(guān)系系統(tǒng)地研究,可以得出如下結(jié)論:在新全球化時(shí)代,大國(guó)戰(zhàn)略互信的生成,需要相關(guān)國(guó)家在核心利益上存在較大交集并達(dá)成明確共識(shí),需要政治領(lǐng)袖的強(qiáng)有力推動(dòng),需要相關(guān)國(guó)家采取明確、可感知和被認(rèn)可的友好行為;而大國(guó)戰(zhàn)略互信的維護(hù),則需要有政治領(lǐng)袖共同、持續(xù)的努力,建立戰(zhàn)略合作機(jī)制并不斷豐富其形式和內(nèi)容,不斷拓展戰(zhàn)略合作的廣度和深度,不斷強(qiáng)化戰(zhàn)略互信的社會(huì)基礎(chǔ)。
[Abstract]:Strategic mutual trust among the major powers is essential for safeguarding world peace and promoting human development, for maintaining the stability of the international order and for promoting the transformation of the international system. The new globalization has had a profound influence on the relations of great powers in many aspects. Therefore, the formation and maintenance of strategic mutual trust among great powers need to form new ideas and adopt new methods. Through a systematic study of the strategic partnership between China and Russia, we can draw the following conclusions: in the new era of globalization, the generation of strategic mutual trust among the major powers requires that there is a greater convergence of core interests among the countries concerned and a clear consensus is reached. The strong push of political leaders and the clear, perceptible and recognized friendly behaviour of the countries concerned are required; and the maintenance of strategic mutual trust among the major powers requires joint and sustained efforts on the part of political leaders, We should establish the mechanism of strategic cooperation, enrich its form and content, expand the breadth and depth of strategic cooperation, and strengthen the social foundation of strategic mutual trust.
