【摘要】：冷戰(zhàn)時(shí)期的國(guó)際關(guān)系深受美蘇兩國(guó)關(guān)系的影響，中國(guó)在當(dāng)時(shí)的形勢(shì)下做出對(duì)外援助的種種決定，也無(wú)法避免地受到美蘇爭(zhēng)霸的影響。中國(guó)對(duì)越南的援助是一個(gè)十分值得研究的課題，，因?yàn)樗粌H受中美蘇關(guān)系波動(dòng)的影響，也受當(dāng)時(shí)的中越關(guān)系變化的影響。一些學(xué)者對(duì)廣西、云南等省區(qū)對(duì)越援助也做過(guò)相關(guān)研究，但對(duì)當(dāng)時(shí)中國(guó)與越南關(guān)系的前沿省區(qū)的廣東省的對(duì)越南援助研究較少，相關(guān)的解密檔案資料也有待收集整理。筆者在搜集、整理相關(guān)檔案資料的基礎(chǔ)上，將1955－1978年期間廣東省對(duì)越援助的緣起、過(guò)程、數(shù)量、種類等進(jìn)行歸納整理，希望對(duì)于我們了解這時(shí)期中國(guó)對(duì)越南援助的情況以及中越關(guān)系有所幫助。 20世紀(jì)50年代到80年代，廣東省在中國(guó)中央政府的政策指導(dǎo)下對(duì)越南進(jìn)行援助。作為一個(gè)地方省區(qū)，廣東省一方面積極響應(yīng)國(guó)家政策，克服本地的困難,努力配合中央政府的援越工作，盡最大努力完成中央下達(dá)的援越任務(wù)。另一方面，廣東省結(jié)合本地的實(shí)際情況和越南一些省市的要求，額外為其提供了一些物資和援助。我們從廣東省在20世紀(jì)50年代到80年代對(duì)越援助的歷史中，可以看到中越關(guān)系從親密走向分裂的過(guò)程，這種以意識(shí)形態(tài)為考慮因素的對(duì)外援助是否恰當(dāng)，值得我們反思。
[Abstract]:The international relations during the Cold War were deeply influenced by the relations between the United States and the Soviet Union, and the decisions of China's foreign aid made under the circumstances at that time were inevitably influenced by the struggle for hegemony between the United States and the Soviet Union. China's aid to Vietnam is a subject worth studying because it is influenced not only by the fluctuation of Sino-USSR relations, but also by the changes in Sino-Vietnamese relations at that time. Some scholars have also done some research on aid to Vietnam in Guangxi, Yunnan and other provinces, but there is little research on aid to Vietnam in Guangdong Province, which was the frontier province of the relationship between China and Vietnam at that time, and the relevant declassified archives also need to be collected and sorted out. On the basis of collecting and sorting out the relevant archival materials, the author summarizes the origin, process, quantity and types of Guangdong Province's assistance to Vietnam during the period 1955-1978. Hopefully, it will help us to understand China's aid to Vietnam during this period and its relations with Vietnam. From the 1950s to the 1980s, Guangdong Province supported Vietnam under the guidance of the Chinese central government. As a local province, Guangdong province, on the one hand, positively responds to the national policy, overcomes local difficulties, and tries to cooperate with the central government in assisting Vietnam, and does its utmost to complete the task of aiding Vietnam issued by the central government. On the other hand, Guangdong Province has provided some additional materials and assistance to some provinces and cities in Vietnam. From the history of Guangdong Province's aid to Vietnam in the 1950s and 1980s, we can see the process of Sino-Vietnamese relations moving from intimacy to division. Whether this kind of foreign aid based on ideology is appropriate or not is worth our reflection.
