【摘要】：區(qū)域合作是全球化與區(qū)域一體化并行不悖的今天國(guó)際政治學(xué)者研究課題的焦點(diǎn)之一。中國(guó)與中亞具有區(qū)域合作的基礎(chǔ)及潛在能量及條件。本文的寫(xiě)作目的就在于基于中國(guó)與中亞區(qū)域合作的基礎(chǔ)及潛在條件,在相關(guān)國(guó)際政治理論的指引下,結(jié)合實(shí)證分析和數(shù)據(jù)分析,建構(gòu)中國(guó)中亞區(qū)域合作宏觀藍(lán)圖。本文的關(guān)切點(diǎn)將在于中國(guó)中亞之間區(qū)域合作對(duì)中國(guó)、對(duì)中亞、對(duì)地區(qū)乃至國(guó)際社會(huì)的政治、經(jīng)濟(jì)、社會(huì)、文化等發(fā)展的戰(zhàn)略意義,同時(shí),分析出中國(guó)與中亞區(qū)域合作現(xiàn)狀及問(wèn)題,指出中國(guó)與中亞區(qū)域合作在中國(guó)中亞雙方國(guó)內(nèi)及國(guó)際的有利及不利條件。在此基礎(chǔ)上,本文作者構(gòu)想出了中國(guó)與中亞區(qū)域合作的幾點(diǎn)可行方案。 首先,中國(guó)與中亞的區(qū)域合作進(jìn)一步進(jìn)展對(duì)中國(guó)、中亞、地區(qū)乃至國(guó)際社會(huì)均有顯著的戰(zhàn)略價(jià)值。中國(guó)與中亞的區(qū)域合作可以建構(gòu)起中國(guó)與中亞之間的穩(wěn)定的國(guó)家間關(guān)系,一方面有利于中國(guó)國(guó)家安全戰(zhàn)略及能源戰(zhàn)略的實(shí)現(xiàn),另一方面有利于中亞在國(guó)際社會(huì)獲得有效的外部支持,同時(shí),將促成中亞中國(guó)之間的力量整合,增強(qiáng)地區(qū)國(guó)際影響力。 其次,中國(guó)與中亞之間的區(qū)域合作已經(jīng)取得一定成效,當(dāng)然也存在一系列問(wèn)題。中國(guó)中亞的安全合作成效顯著,能源合作初見(jiàn)成效,經(jīng)貿(mào)往來(lái)不斷深化,科技交往潛力可觀,政治交往較為頻繁。同時(shí),中國(guó)中亞之間的安全形勢(shì)依然嚴(yán)峻,能源合作面臨多方競(jìng)爭(zhēng),經(jīng)貿(mào)往來(lái)面臨一系列制約性因素,科技交往仍然處于從屬地位,政治交往需要加強(qiáng)互信。 其三,中國(guó)與中亞之間在根本性利益,能源,經(jīng)濟(jì)結(jié)構(gòu)以及安全等方面存在一定程度上的協(xié)調(diào)因素,同時(shí),中國(guó)與中亞之間的區(qū)域合作還面臨著大國(guó)競(jìng)爭(zhēng),三股勢(shì)力,經(jīng)濟(jì)及政治體制不完善等多種因素的制約。 其四,在分析中國(guó)中亞區(qū)域合作的現(xiàn)狀的基礎(chǔ)上,本文作者指出了三條繼續(xù)加強(qiáng)中國(guó)中亞區(qū)域合作進(jìn)步的路徑,分別是：“階梯形式”、“5+1”、“雁型模式”,以此來(lái)指引中國(guó)中亞區(qū)域合作的進(jìn)展。
[Abstract]:Regional cooperation is one of the focuses of international political scholars' research on globalization and regional integration. China and Central Asia have the basis of regional cooperation and potential energy and conditions. The purpose of this paper is to construct a macro blueprint for regional cooperation between China and Central Asia under the guidance of relevant international political theories and empirical analysis and data analysis. The focus of this paper will be on the strategic significance of regional cooperation between China and Central Asia to the political, economic, social and cultural development of China, Central Asia, the region and even the international community. This paper analyzes the present situation and problems of regional cooperation between China and Central Asia, and points out the favorable and unfavorable conditions of regional cooperation between China and Central Asia both at home and abroad. On this basis, the author conceive several feasible schemes of regional cooperation between China and Central Asia. Firstly, the further development of regional cooperation between China and Central Asia has significant strategic value for China, Central Asia, the region and even the international community. The regional cooperation between China and Central Asia can build a stable inter-state relationship between China and Central Asia. On the one hand, it is conducive to the realization of China's national security strategy and energy strategy. On the other hand, it is beneficial for Central Asia to obtain effective external support in the international community. At the same time, it will promote the integration of forces between Central Asia and China and enhance regional international influence. Secondly, regional cooperation between China and Central Asia has achieved certain results. Of course, there are a series of problems. China's security cooperation in Central Asia has achieved remarkable results, energy cooperation has achieved initial results, economic and trade exchanges have been deepened, scientific and technological exchanges have considerable potential, and political exchanges have been more frequent. At the same time, the security situation between China and Central Asia is still grim, energy cooperation is facing multiple competition, economic and trade exchanges are facing a series of restrictive factors, scientific and technological exchanges are still in a subordinate position, and political exchanges need to strengthen mutual trust. Third, There are to some extent coordination factors between China and Central Asia in terms of fundamental interests, energy, economic structure and security. At the same time, regional cooperation between China and Central Asia also faces competition from major powers and three forces. Fourth, on the basis of analyzing the present situation of China's regional cooperation in Central Asia, the author points out three ways to continue to strengthen the progress of China's regional cooperation in Central Asia. They are "ladder form", "51" and "geese pattern" to guide the progress of China's regional cooperation in Central Asia.
