【摘要】：自2001年上海合作組織成立以來,中亞地區(qū)的戰(zhàn)略地位進一步得到國際社會的關(guān)注。“9.11”事件發(fā)生后,反恐上升到美國全球戰(zhàn)略的中心地位。由于中亞在地理位置上與美國的反恐戰(zhàn)場相鄰,美國對中亞的戰(zhàn)略也作出了相應(yīng)的調(diào)整。美國與上海合作組織因其自身的戰(zhàn)略利益在中亞地區(qū)的交匯,拉開了雙方在這一地區(qū)的進行博弈的序幕。 本文主要采用文獻研究、歷史分析等方法對美國對上海合作組織的認(rèn)知、政策發(fā)展及影響其政策改變的因素展開了較為系統(tǒng)而深入的考察和研究,同時在此基礎(chǔ)上分析了這種政策演變對中國產(chǎn)生的影響預(yù),并為中國的戰(zhàn)略對策提供了合理的建議。 筆者認(rèn)為,盡管美國對上海合作組織一度持懷疑態(tài)度,但總體上來看兩者的關(guān)系仍舊呈現(xiàn)出一種相對平穩(wěn)的發(fā)展趨勢。然而由于國際局勢和大國博弈等諸多不確定因素的存在,未來美國與上海合作組織之間的關(guān)系不會一帆風(fēng)順,我們應(yīng)對此有清醒的認(rèn)識,并采取積極的應(yīng)對策略,堅定不移地維護本國利益。為此,一方面要加強理論創(chuàng)新,堅持用和平發(fā)展與和諧世界的理念指導(dǎo)中國的對外交往；另一方面,在上海合作組織框架下與各成員國及利益相關(guān)國進行更為緊密的合作,一起推動利于全球和平與發(fā)展的國際新秩序的建立。
[Abstract]:Since the establishment of the Shanghai Cooperation Organization in 2001, the strategic position of Central Asia has been further paid attention to by the international community. After the "9.11" incident, anti terrorism has risen to the central position of the global strategy of the United States. With the cooperation of Shanghai Cooperation Organization in the Central Asian region due to its own strategic interests, it has opened the prelude to the game between the two sides in this region.
This article mainly uses literature research, historical analysis and other methods to make a systematic and thorough investigation and Research on the cognition, policy development and the factors affecting the policy change of the Shanghai cooperative organization in the United States. On the basis of this, it analyses the impact of this policy evolution on China, and provides the strategic countermeasures for China. A reasonable suggestion.
The author believes that although the United States has once been skeptical about the Shanghai cooperation organization, the relationship between the two is still a relatively stable trend. However, the relationship between the United States and the Shanghai cooperation organization will not be smooth due to the existence of many uncertain factors such as the international situation and the big power game. On the one hand, we should strengthen theoretical innovation and adhere to the concept of peaceful development and the harmonious world to guide China's foreign exchanges; on the other hand, it is more closely related to the member countries and interest related countries under the framework of the Shanghai cooperation organization. To promote the establishment of an international new order conducive to global peace and development.
