【摘要】：中國(guó)經(jīng)濟(jì)外交的機(jī)遇包括GDP與財(cái)政實(shí)力的上升、世界最大貿(mào)易國(guó)地位的確立、技術(shù)力量的提升與強(qiáng)大、自由貿(mào)易協(xié)定簽署獲得新突破、海空軍事力量的增強(qiáng)、大國(guó)關(guān)系調(diào)整轉(zhuǎn)化向好等。同時(shí),我們也面臨諸多挑戰(zhàn),包括缺乏核心技術(shù)與人均GDP水平低下、能源資源的瓶頸、市場(chǎng)壁壘與弱勢(shì)國(guó)際金融地位的挑戰(zhàn)、自貿(mào)區(qū)建設(shè)的困境、國(guó)際壟斷與國(guó)內(nèi)壟斷的控制等。面對(duì)諸多機(jī)遇和挑戰(zhàn),中國(guó)要繼續(xù)堅(jiān)持改革開(kāi)放、融入國(guó)際體制的正確路線;繼續(xù)以堅(jiān)持發(fā)展經(jīng)濟(jì)為中心、合作共贏的政策;提升經(jīng)濟(jì)外交層次,通過(guò)引進(jìn)、合作等手段掌控核心技術(shù);高舉自由貿(mào)易的大旗,以多種手段推進(jìn)自由貿(mào)易協(xié)定的達(dá)成;通過(guò)務(wù)實(shí)合作,穩(wěn)定能源資源供應(yīng);以中國(guó)資金為基礎(chǔ),按照國(guó)際通行規(guī)則謀劃建立多種多邊金融機(jī)構(gòu);綜合研究非關(guān)稅壁壘措施,以回應(yīng)某些國(guó)家的挑戰(zhàn);加強(qiáng)國(guó)內(nèi)經(jīng)貿(mào)秩序管理,打擊國(guó)內(nèi)、國(guó)外壟斷勢(shì)力;培育民族企業(yè),樹(shù)立國(guó)產(chǎn)名牌;適當(dāng)實(shí)行政經(jīng)分離原則,推動(dòng)國(guó)際經(jīng)貿(mào)合作發(fā)展;培訓(xùn)國(guó)內(nèi)走出去企業(yè),養(yǎng)成其長(zhǎng)遠(yuǎn)經(jīng)營(yíng)的必備素質(zhì)。
[Abstract]:The opportunities for China's economic diplomacy include the rise of GDP and financial strength, the establishment of the largest trading nation in the world, the upgrading and strengthening of technological power, the new breakthrough in the signing of the Free Trade Agreement, and the enhancement of military power in the sea and air. The adjustment and transformation of the relations between the great powers and so on. At the same time, we also face many challenges, including lack of core technologies and low per capita GDP levels, bottlenecks in energy resources, market barriers and the challenges of weak international financial status, and the difficulties in the construction of free trade zones. The control of international monopoly and domestic monopoly. In the face of many opportunities and challenges, China should continue to adhere to the correct line of reform and opening up and integrate into the international system; continue to adhere to the policy of developing the economy as the central task, and cooperate and win-win; and raise the level of economic diplomacy by introducing, Cooperation and other means to control core technologies; holding high the banner of free trade and promoting the conclusion of free trade agreements by various means; stabilizing the supply of energy and resources through pragmatic cooperation; and basing on Chinese funds, To plan for the establishment of a variety of multilateral financial institutions in accordance with international prevailing rules; to comprehensively study non-tariff barriers measures in order to respond to the challenges of certain countries; to strengthen domestic economic and trade order management, to crack down on domestic and foreign monopoly forces; and to foster national enterprises, To establish domestic famous brands; to properly implement the principle of separation of political and economic affairs, to promote the development of international economic and trade cooperation; to train domestic enterprises to go out; to develop the necessary qualities for their long-term operation.
