【摘要】：2000年中非合作論壇的建立,有力地推動了中非關(guān)系長足發(fā)展。近年來,隨著中國國力增強(qiáng)、非洲形勢變化和西方對華戰(zhàn)略焦慮增加,中非關(guān)系中出現(xiàn)了一些復(fù)雜的因素,外界的質(zhì)疑有增無減,但國際環(huán)境總體上仍對中國有利。中國加大對非援助力度,擴(kuò)大對非經(jīng)貿(mào)合作,積極參與解決非洲熱點(diǎn)問題,努力提供更多公共產(chǎn)品,對非政策經(jīng)受住了考驗(yàn)。但與此同時,中國亦需正視中非合作中存在的問題,通過挖潛、創(chuàng)新和改革,著力落實(shí)中非合作"461"框架,打造中非合作的"升級版",提升中國在非洲的軟實(shí)力,塑造和充實(shí)中非"命運(yùn)共同體"。
[Abstract]:The establishment of the Forum on China-Africa Cooperation in 2000 has contributed to the rapid development of Sino-African relations. In recent years, with the increase of China's national strength, the change of African situation and the increase of Western strategic anxiety towards China, some complicated factors have appeared in Sino-African relations, and the doubts from the outside world have been increasing, but the international environment is still favorable to China in general. China has stepped up its aid to Africa, expanded its economic and trade cooperation with Africa, actively participated in resolving hot issues in Africa, and made efforts to provide more public goods, which has stood the test of its African policy. However, at the same time, China also needs to face squarely the problems existing in China-Africa cooperation. Through tapping potential, innovating and reforming, China should make efforts to implement the "461" framework for China-Africa cooperation, create an "upgraded version" of China-Africa cooperation, and enhance China's soft power in Africa. Shape and enrich the Central African "Community of Destiny".
