【摘要】：美國(guó)與古巴兩國(guó)領(lǐng)導(dǎo)人宣布兩國(guó)將就實(shí)現(xiàn)雙邊關(guān)系正常化進(jìn)行磋商。美國(guó)愿意改善其與古巴關(guān)系的動(dòng)機(jī)主要包括:奧巴馬總統(tǒng)認(rèn)識(shí)到美國(guó)對(duì)古巴的制裁不成功;美國(guó)不希望繼續(xù)失去古巴市場(chǎng);美國(guó)國(guó)內(nèi)和國(guó)際上希望美古改善關(guān)系的呼聲與日俱增。古巴愿意改善與美國(guó)關(guān)系主要是出于經(jīng)濟(jì)上的考慮。美古關(guān)系的改善將對(duì)美國(guó)與拉美國(guó)家的關(guān)系、古巴自身的發(fā)展前景、古巴與其他國(guó)家的關(guān)系產(chǎn)生不容忽視的影響。但美古關(guān)系在實(shí)現(xiàn)徹底的正�；�,還面臨著一些棘手的難題,如美國(guó)能否盡快放棄對(duì)古巴的經(jīng)濟(jì)封鎖,如何對(duì)待古巴革命勝利后兩國(guó)相互沒(méi)收的財(cái)產(chǎn),美國(guó)是否同意將關(guān)塔那摩歸還古巴,以及古巴是否愿意在政治領(lǐng)域做出讓步。
[Abstract]:The leaders of the United States and Cuba have announced that the two countries will hold consultations to normalize bilateral relations. The motives for the willingness of the United States to improve its relations with Cuba include, inter alia, President Obama's recognition that the United States sanctions against Cuba have not been successful; the United States does not wish to continue to lose the Cuban market; Domestic and international calls for better relations between the United States and Cuba are growing. Cuba's willingness to improve relations with the United States is largely driven by economic considerations. The improvement of US-Cuba relations will have a significant impact on the relations between the United States and Latin American countries, on the prospects of Cuba's own development, and on the relations between Cuba and other countries. However, before the complete normalization of US-Cuba relations, there are still some difficult problems, such as whether the United States can give up its economic embargo against Cuba as soon as possible and how to deal with the property confiscated between the two countries after the victory of the Cuban revolution. Whether the United States agrees to return Guantanamo to Cuba and whether Cuba is willing to make political concessions.
