【摘要】：聯(lián)合國是新時期中國外交"有所作為"、積極發(fā)揮重大全球影響力的主要場所。聯(lián)合國作為全球核心制度的社會影響力、中國對自身地位的關(guān)注以及中國規(guī)范與原則和聯(lián)合國某些規(guī)范與原則之間的互補性可以解釋中國行為的這一變化。中國作為安理會"五常"之一,安理會的制度設(shè)計有助于中國實施對某些行為的限制和許可能力,以及對特定行為賦予合法性或削弱合法性的能力;中國作為發(fā)展中國家的代表,能夠有效運用聯(lián)合國大會體系表達其廣泛的政治和道義訴求;中國在聯(lián)合國維和行動中的積極參與,對中國人民解放軍非戰(zhàn)斗力量走出去及其能力建設(shè)也很有助益。中國積極介入當(dāng)?shù)氐奈有饨?在收益上存在不確定性�？偟膩碚f,中國更多參與聯(lián)合國的部分核心活動所承擔(dān)的國內(nèi)與國際成本相對較低而潛在收益巨大,同時,聯(lián)合國也是中國可以有效依托的表達其世界觀與全球秩序觀的平臺。
[Abstract]:The United Nations is the main place for China's diplomacy to play a major role in global influence in the new era. As the social influence of the United Nations as the core system of the world, China's concern for its own status and the complementarity between Chinese norms and principles and certain norms and principles of the United Nations can explain this change in China's behavior. As one of the five permanent members of the Security Council, the institutional design of the Security Council is helpful to China's ability to restrict and permit certain acts, as well as the ability to give legitimacy or weaken legitimacy to certain acts. As a representative of a developing country, China can effectively use the UN General Assembly system to express its broad political and moral demands; and China's active participation in UN peacekeeping operations. It is also helpful for the non-combat forces of the PLA to go out and build their capacity. China is actively involved in the local mediation diplomacy, there is uncertainty about the return. In general, China's participation in some core activities of the United Nations is relatively low in domestic and international costs, and the potential benefits are enormous. At the same time, the United Nations is also a platform on which China can effectively express its view of the world and the global order.
