【摘要】：隨著互聯(lián)網(wǎng)的出現(xiàn)和迅速普及，網(wǎng)絡(luò)外交應(yīng)運(yùn)而生。網(wǎng)絡(luò)外交是指在信息化時(shí)代，國家、國際組織、跨國公司或個(gè)人等行為體為了維護(hù)和發(fā)展自己的利益，，利用互聯(lián)網(wǎng)、信息傳播技術(shù)和網(wǎng)絡(luò)平臺而開展的對外交往、對外傳播和外交參與等活動。 本文目的在于力圖從時(shí)代的發(fā)展和外交手段的歷史演變中總結(jié)和探討網(wǎng)絡(luò)外交得以出現(xiàn)、發(fā)展的原因，并在理順網(wǎng)絡(luò)外交理論邏輯的基礎(chǔ)上，通過探討網(wǎng)絡(luò)外交在全球化進(jìn)程中作用的發(fā)揮，嘗試對全球化時(shí)代網(wǎng)絡(luò)外交這一新的外交理念和方式加以研究，并以此為基礎(chǔ)對未來發(fā)展趨勢作出分析。 本文通過以國際關(guān)系研究方法為主，以外交學(xué)、傳播學(xué)為輔的研究方法，首先對網(wǎng)絡(luò)外交加以理論概述，隨后分析網(wǎng)絡(luò)外交得以產(chǎn)生和發(fā)展的原因，再通過對美國網(wǎng)絡(luò)外交實(shí)踐、Twitter和2009年伊朗大選、中國網(wǎng)絡(luò)外交進(jìn)行案例分析，對網(wǎng)絡(luò)外交的影響、局限和發(fā)展趨勢提出自己的一些看法，最后嘗試總結(jié)進(jìn)行網(wǎng)絡(luò)外交的方式。 本文的結(jié)論是網(wǎng)絡(luò)外交的確已經(jīng)出現(xiàn)，并正在迅速發(fā)展，這點(diǎn)毋庸置疑。而且網(wǎng)絡(luò)外交作為一種新的公共外交形式，勢必會對國際關(guān)系產(chǎn)生重大影響。各國應(yīng)該順應(yīng)時(shí)代發(fā)展潮流，主動利用互聯(lián)網(wǎng)，選擇合適的方式開展網(wǎng)絡(luò)外交。
[Abstract]:With the emergence and rapid popularization of the Internet, network diplomacy came into being. Network diplomacy means that in the information age, countries, international organizations, multinational corporations or individuals and other actors in order to safeguard and develop their own interests, use the Internet, information dissemination technology and network platform to carry out external exchanges. Activities such as external communication and diplomatic participation. The purpose of this paper is to summarize and discuss the reasons for the emergence and development of network diplomacy from the historical evolution of the times and diplomatic means, and on the basis of straightening out the theoretical logic of network diplomacy. By exploring the role of network diplomacy in the process of globalization, this paper attempts to study the new diplomatic concept and method of network diplomacy in the era of globalization, and on this basis, analyzes the future development trend. Based on the research methods of international relations, diplomacy and communication, this paper first summarizes the theory of network diplomacy, and then analyzes the reasons for the emergence and development of network diplomacy. Then through the practice of American network diplomacy Twitter and 2009 Iran election, China network diplomacy case analysis, the influence, limitation and development trend of network diplomacy put forward some views, finally try to summarize the way to carry out network diplomacy. The conclusion of this paper is that cyber diplomacy has indeed appeared and is developing rapidly. Network diplomacy as a new form of public diplomacy is bound to have a significant impact on international relations. Countries should follow the trend of the times, take the initiative to use the Internet, choose the appropriate way to carry out network diplomacy.
